{"id":102360,"date":"2025-10-31T22:49:00","date_gmt":"2025-11-01T05:49:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=102360"},"modified":"2025-10-31T22:49:00","modified_gmt":"2025-11-01T05:49:00","slug":"why-canada-needs-to-double-down-on-mining-for-its-economic-future","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=102360","title":{"rendered":"Why Canada needs to double-down\u00a0on mining for its economic future"},"content":{"rendered":"\n<p>Canada\u2019s mining sector is calling for urgent action to accelerate mineral development, cut red tape, and expand <a href=\"https:\/\/www.indigenoussuccess.ca\/2025ipss\">Indigenous partnerships<\/a> to anchor the country\u2019s economic resilience in a time of global uncertainty.<\/p>\n\n\n\n<p>Speaking&nbsp; to the Greater Vancouver Board of Trade, Pierre Gratton, President and CEO of the Mining Association of Canada (MAC), warned that Canada is falling behind competitors even as demand surges for the metals and minerals needed for clean energy, digital infrastructure, defence and manufacturing.&nbsp;<\/p>\n\n\n\n<p>The mining sector has become \u201ca cornerstone of economic growth\u201d and is \u201cone of the safest bets in the country,\u201d positioned to expand even as global markets falter because \u201ceveryone needs our products,\u201d said Gratton.<\/p>\n\n\n\n<p>Mining contributed $117 billion to Canada\u2019s GDP last year and supports more than 700,000 direct and indirect jobs, including over 12,000 Indigenous employees, according to the MAC snapshot of the sector.<\/p>\n\n\n\n<p>&nbsp;But Gratton warned that Canada is not moving quickly enough to capture the full economic potential of its geology, even as allies race to secure critical mineral supply chains.<\/p>\n\n\n\n<p><strong>A global race for resource security<\/strong><\/p>\n\n\n\n<p>To explain the urgency, Gratton pointed to a more volatile world shaped by pandemic disruptions, trade battles, rising inflation and war from Europe to the Middle East.&nbsp;<\/p>\n\n\n\n<p>He said these forces have \u201cundermined the rules-based order\u201d that has long bolstered Canadian prosperity and have pushed nations into a scramble for resource security.&nbsp;<\/p>\n\n\n\n<p>In this new reality, he said, minerals and metals are \u201cinstruments of national strategy and security.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cDemand for critical minerals will support growing demand for mined products for decades,\u201d Gratton said, noting that rising defence spending adds to that pressure. \u201cIt\u2019s a sad comment, perhaps, but war needs mining.\u201d<\/p>\n\n\n\n<p>Canada has no shortage of promising projects in motion. Copper expansions in British Columbia, battery mineral developments in Ontario and Saskatchewan, and the billion-dollar Jansen potash mine set to enter production in 2027 are helping position the country as a crucial supplier.&nbsp;<\/p>\n\n\n\n<p>However, he cautioned that <a href=\"https:\/\/resourceworks.com\/mining-offers-a-powerful-prescription-for-bcs-ailing-economy\/\">global demand is surging faster than Canada is building<\/a>. \u201cWith demand for critical minerals expected to grow by at least 71 percent by 2030, we need to mine more\u2026much more,\u201d Gratton said.&nbsp;<\/p>\n\n\n\n<p><strong>Tax credit flaws blocking major investments<\/strong><\/p>\n\n\n\n<p>Even as Canada\u2019s mineral potential gains international attention, Gratton stressed that its investment landscape remains weighed down by outdated tax rules and lengthy permitting delays that undermine competitiveness.<\/p>\n\n\n\n<p>A prime example is the <em>Clean Technology Manufacturing Investment Tax Credit<\/em>. Intended to stimulate critical mineral development, the credit currently only applies if 90 percent of a project\u2019s value comes from a narrow list of eligible minerals like, nickel, cobalt and a few others.&nbsp;<\/p>\n\n\n\n<p>Gratton explained, \u201ccopper is never found in this country in concentrations of that magnitude,\u201d and most copper deposits include significant amounts of other metals such as gold, silver and zinc, which are not fully recognized under the policy.&nbsp;<\/p>\n\n\n\n<p>\u201cIf the point is to stimulate investment into copper mining, it\u2019s not going to work.\u201d<\/p>\n\n\n\n<p>He said Ottawa has already recognized the flaw and committed to lowering the threshold to 50 percent but has yet to enact the change, even as major projects like Newmont\u2019s $3-billion Red Chris mine expansion in BC hinge on it. \u201cThey\u2019re counting on this,\u201d he said.&nbsp;<\/p>\n\n\n\n<p>Gratton added that Canada must also update the tax credit system to include underground development costs, such as tunnelling and ventilation, because those early expenses determine whether mines advance to construction.&nbsp;<\/p>\n\n\n\n<p>Without such adjustments, he said, \u201ccapital will continue shifting to mining nations like Australia, Chile and the U.S.\u201d where tax conditions are already more attractive.&nbsp;<\/p>\n\n\n\n<p>Permitting delays remain the other major impediment. Gratton called for targeted reforms to the federal Impact Assessment Act, arguing that federal reviews should focus on projects with genuine potential for significant federal impacts rather than stalling routine expansions at existing mines.<\/p>\n\n\n\n<p>\u201cReducing project approval timelines is essential if we\u2019re serious about meeting Canada\u2019s climate change, supply chain and critical minerals goals,\u201d he said.&nbsp;<\/p>\n\n\n\n<p><strong>Indigenous partnerships power Canada\u2019s competitiveness<\/strong><\/p>\n\n\n\n<p>In an interview with <em>Resource Works<\/em>, Gratton said Canada\u2019s competitive advantage has long depended on Indigenous partnership. Mining is the largest private-sector employer of Indigenous people on a proportional basis and has more than 500 active agreements with Indigenous Nations across the country.&nbsp;<\/p>\n\n\n\n<p>Gratton said those relationships must evolve alongside the industry\u2019s growth. \u201cThink relationship, not transaction,\u201d he said. \u201cGet in early. Get to understand the needs and wants of indigenous communities.\u201d&nbsp;<\/p>\n\n\n\n<p>Gratton said the federal <em>Indigenous Loan Guarantee Program<\/em> should be expanded to support ownership in infrastructure that serves mines, such as power transmission systems and road networks, which offer steady revenue regardless of commodity cycles.&nbsp;<\/p>\n\n\n\n<p>\u201cEven when commodities are low, the mines are still operating. They\u2019re still paying for power. They\u2019re still using the roads,\u201d he said. \u201cThere\u2019s a steady stream of income.\u201d&nbsp;<\/p>\n\n\n\n<p>He added that procurement and business development opportunities tied to mining supply chains can help ensure Indigenous prosperity throughout the life of a project, not only during boom markets.<\/p>\n\n\n\n<p><strong>A people crisis threatens expansion<\/strong><\/p>\n\n\n\n<p>While geology and partnerships are central to Canada\u2019s future, Gratton warned that\u00a0<a href=\"https:\/\/mihr.ca\/wp-content\/uploads\/2024\/07\/MIHR-Info-Graphic-Poster-Eng-2024.pdf\">workforce shortages<\/a> could become its greatest limiting factor. The labour market is tight, unemployment in mining remains below 3.5 percent, and labour demand has climbed more than 40 percent since January 2022.\u00a0<\/p>\n\n\n\n<p>Yet university enrolment in mining engineering has fallen by more than half since 2015, a trend he called unsustainable. \u201cWe face a people crisis,\u201d he said. \u201cWe don\u2019t have enough people.\u201d&nbsp;<\/p>\n\n\n\n<p>Gratton urged federal support for innovative training delivery in northern and remote communities, where \u201cthe mine is the classroom,\u201d and where Indigenous and youth employment can grow rapidly if skilled trades programs are offered close to home.&nbsp;<\/p>\n\n\n\n<p>He also called for immigration pathways that prioritize trades urgently needed in mine construction and operations.<\/p>\n\n\n\n<p><strong>\u201cLet\u2019s move swiftly. <\/strong><a done<\/strong><\/a><strong>.\u201d&nbsp;<\/strong><\/p>\n\n\n\n<p>Despite the challenges, Gratton said Canada\u2019s mining companies lead the world in responsible practices, including environmental performance and Indigenous inclusion, through the home-grown <em>Towards Sustainable Mining<\/em> standard.&nbsp; Public confidence in mining has reached its highest level in decades, with an 82 percent favourability rating.&nbsp;<\/p>\n\n\n\n<p>\u201cIn an era of geopolitical uncertainty and trade disputes, that reputation makes our minerals more valuable than ever,\u201d he added.&nbsp;<\/p>\n\n\n\n<p>Gratton reminded business leaders that Canada has both a rare opportunity and a narrow window, when it comes to the mining sector.<\/p>\n\n\n\n<p>\u201cWe have a once-in-a-generation opportunity to create shared prosperity from coast to coast to coast but that window won\u2019t stay open forever,\u201d he said. \u201cLet\u2019s move swiftly. <a
