{"id":81105,"date":"2024-10-09T09:34:00","date_gmt":"2024-10-09T09:34:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=81105"},"modified":"2024-11-13T17:01:03","modified_gmt":"2024-11-13T17:01:03","slug":"putin-uranium-canada","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=81105","title":{"rendered":"Putin&#8217;s uranium export restrictions are a gift for Canada"},"content":{"rendered":"<p>Good to see Russian President Vladimir Putin proposing\u00a0<a href=\"https:\/\/www.reuters.com\/markets\/commodities\/putin-says-russia-should-consider-restricting-exports-uranium-titanium-nickel-2024-09-11\/\">restrictions<\/a>\u00a0on Russian exports of uranium in retaliation for Western sanctions on Russian oil, gas, and LNG.<\/p>\n<p>&#8220;Please take a look at some of the types of goods that we supply to the world market,\u201d he told Prime Minister Mikhail Mishustin. \u201cMaybe we should think about certain restrictions \u2014 uranium, titanium, nickel.\u201d<\/p>\n<p>Russia is the world&#8217;s sixth-largest uranium producer and has about 44% of global uranium enrichment capacity.<\/p>\n<p>Canada, once the world&#8217;s largest uranium producer, is now the world\u2019s second-largest producer of uranium, behind Kazakhstan. Canada accounts for roughly 13% of total global output, and Putin\u2019s comment quickly increased the value of shares of our uranium producers.<\/p>\n<p>The World Nuclear Association says Canada could now play a major role in meeting future world demand, as several key nations eye nuclear energy to meet growing demand for electrical power and for power production that does not use fossil fuels.<\/p>\n<p>The Cigar Lake mine in Saskatchewan is one of the world&#8217;s richest in uranium. The McClean Lake mill, which processes it, is operated by a subsidiary of France&#8217;s Orano and sells 40% of its production to the French electric utility company, EDF.<\/p>\n<p>Australia\u2019s Paladin Energy moved in June to buy Canadian uranium explorer Fission Uranium for $1.14 billion. That purchase is now undergoing a national security review ordered by Ottawa.<\/p>\n<p>Canada\u2019s 34 \u201ccritical metals\u201d and minerals have been taking up more of Ottawa\u2019s interest, with the feds pushing their\u00a0<a href=\"https:\/\/www.canada.ca\/content\/dam\/nrcan-rncan\/site\/critical-minerals\/Critical-minerals-strategyDec09.pdf\">Critical Minerals Strategy<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.mining.com\/web\/canada-puts-its-big-miners-off-limits-just-as-ma-is-heating-up\/\">making it harder<\/a>\u00a0for foreign firms to acquire Canada\u2019s biggest mining companies.<\/p>\n<p>Now, Saskatchewan\u00a0<a href=\"https:\/\/www.reuters.com\/markets\/commodities\/miner-backed-by-canada-province-vows-compete-with-china-rare-earths-2024-09-23\/\">has vowed<\/a>\u00a0to compete with China in processing and production of rare earths and to become the prime North American source for metals used to make magnets for electric vehicles and wind turbines.<\/p>\n<p>All this comes as\u00a0<a href=\"https:\/\/www.northernminer.com\/news\/mining-sector-needs-us2-1-trillion-by-2050-to-meet-net-zero-needs-report\/1003871938\/\">one outlook<\/a>\u00a0says the global mining industry will require US$2.1 trillion in new investments by 2050 to meet the raw material demands of a net-zero-emissions world. The report says critical energy-transition metals, including aluminum, copper, and lithium, could face supply deficits this decade\u2014some as early as this year.<\/p>\n<p>In Canada, a\u00a0<a href=\"https:\/\/www.ey.com\/en_ca\/news\/2024\/10\/capital-is-king-as-miners-respond-to-energy-transition\">new report<\/a>\u00a0from consultants EY says \u201ccapital is king\u201d and is the top risk facing the mining industry this year, as tough financing and economic conditions make it more difficult to deliver the metals needed for the energy transition.<\/p>\n<p>\u201cWe need about $1 trillion in investment to produce enough metals for the energy transition,\u201d says Theo Yameogo, EY Americas and Canada mining and metals leader. \u201cWe haven\u2019t seen that coming in. Now it\u2019s the #1 (risk) because people are really worried. We\u2019ve seen some M&amp;A, but we haven\u2019t seen direct investment in the mining sector.\u201d<\/p>\n<p>This points to the need for Canadian governments to simplify and speed up regulatory processes for new mines. It can take 12 to 15 years before a proposed mine can get through all the red tape from assorted governments and get into its first production. Jonathan Wilkinson, federal minister of energy and natural resources, announced in March that Canada would soon launch an Action Plan to speed up the mine-permitting process. But we still don&#8217;t see it.<\/p>\n<p>Also in mining news:<\/p>\n<ul>\n<li>The Mining Association of B.C. sent this message to candidates in B.C.\u2019s Oct. 19 provincial election: \u201cWith 17 world-leading critical minerals projects on the horizon, B.C can make a meaningful contribution to climate action and deliver immense and lasting economic benefits, including $36 billion in immediate investment, 302,000 person-years of employment, $23 billion in labor income, and nearly $11 billion in tax revenues to support essential public services. It\u2019s a win for the entire province, and the time to act is now.&#8221;<\/li>\n<\/ul>\n<ul>\n<li>Ottawa is putting up $60 million to help\u00a0<a href=\"https:\/\/www.biv.com\/news\/resources-agriculture\/feds-kicking-in-60-million-to-electrify-mines-in-bc-and-yukon-9552758?utm_source=BIV&amp;amp;utm_campaign=cde8575afa-RSS_EMAIL_CAMPAIGN&amp;amp;utm_medium=email&amp;amp;utm_term=0_ba3660ab09-f74cc7858e-%5BLIST_EMAIL_ID%5D&amp;amp;mc_cid=cde8575afa&amp;amp;mc_eid=fbdccea409\">electrify mines<\/a>\u00a0in the Golden Triangle of northwestern B.C. and the Yukon. That includes the Galore Creek copper project in B.C. \u201cThe Galore Creek deposits contain over 12 billion pounds of copper and, once in production, will significantly increase Canada\u2019s annual copper supply,\u201d said Natural Resources Canada.<\/li>\n<\/ul>\n<ul>\n<li>New federal funding to connect Yukon to the North American power grid is being hailed by the mining industry. \u201cWhile the mining industry remains a significant contributor responsible for 13.5% of the territory&#8217;s GDP, its growth has been limited by high energy costs and infrastructure constraints.\u201d<\/li>\n<\/ul>\n<ul>\n<li>Canada is the world\u2019s largest potash producer. And while fertilizer prices may be down, thanks to flows of fertilizer from Russia and Belarus, the BHP Group expects its $10.6-billion\u00a0<a href=\"https:\/\/www.mining.com\/web\/bhps-fertilizer-boss-bets-on-low-cost-potash-to-challenge-rivals\/\">Jansen mine<\/a>\u00a0in Saskatchewan to be profitable. It\u2019s expected to deliver 4.2 million tons of potash starting in 2026 and to double that by 2031.<\/li>\n<\/ul>\n<ul>\n<li>The B.C. Environmental Assessment Office is moving ahead on regulatory processes for the proposed\u00a0<a href=\"https:\/\/resourcework2.devstudio.work\/www.projects.eao.gov.bc.ca\/api\/public\/document\/66da2d04952a99002298b400\/download\/E.1_0718844_Rocky%20Creek_Initial%20Project%20Description_FINAL.pdf\">Rocky Creek<\/a>\u00a0metallurgical coal mine and the\u00a0<a href=\"http:\/\/www.projects.eao.gov.bc.ca\/api\/public\/document\/66f4583c99c93a00221dea7e\/download\/Readiness%20Decision%20Report%20-%20New%20Polaris%20Gold%20Mine%20-%20FINAL.pdf\">New Polaris Gold Mine<\/a>. But it has decided that the proposed expansion of the\u00a0<a href=\"https:\/\/www.projects.eao.gov.bc.ca\/api\/public\/document\/66ec8bd078cfbb0022b6470e\/download\/Designation_Request_response_to_Xatsull_20240917.pdf\">Mt. Polley copper mine<\/a>\u00a0will not require an environmental assessment.<\/li>\n<\/ul>\n<ul>\n<li>In a milestone ruling, the Yukon Supreme Court has\u00a0<a href=\"https:\/\/www.mining.com\/yukon-court-oks-rare-indigenous-bid-for-mine-ownership\/\">approved<\/a>\u00a0a bid by the Selkirk First Nation to buy the abandoned Minto copper-gold mine in the Yukon. It could be the first Indigenous ownership of a mine in Canada, and the Indigenous Resource Network saw it as \u201can evolution in ownership for Indigenous communities.\u201d<\/li>\n<\/ul>\n<p>Some good news for mining, but we also remember how poorly Canada fares in the Fraser Institute\u2019s\u00a0<a href=\"https:\/\/www.fraserinstitute.org\/studies\/annual-survey-of-mining-companies-2023\">annual mining survey and its rankings<\/a>\u00a0of mining \u201cinvestment attractiveness\u201d in 86 worldwide jurisdictions. Its rankings give top place to Utah, followed by Nevada. Saskatchewan places third out of 86, followed by Western Australia.<\/p>\n<p>Other Canadian rankings: Newfoundland and Labrador 9th, Ontario 10th, Yukon 16th, New Brunswick 23rd, Northwest Territories 24th, British Columbia 25th, Alberta 36th, Nunavut 39th, and Nova Scotia a poor 75th out of 86.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8220;The World Nuclear Association says Canada
