{"id":81415,"date":"2022-10-03T08:00:00","date_gmt":"2022-10-03T08:00:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=81415"},"modified":"2024-11-12T16:05:17","modified_gmt":"2024-11-12T16:05:17","slug":"bc-paradigm-shift","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=81415","title":{"rendered":"BC\u2019s paradigm shift on old growth will be about more than just trees"},"content":{"rendered":"\n<p>In the early 2000s, I had the opportunity to sit in on a discussion between local forest industry, union, Indigenous and civic leaders over the future of logging in the small Northwest B.C. community where I was living at the time. I\u2019ll never forget the interchange between the elected leader of the local First Nation&nbsp;and a senior industry representative from Vancouver.<\/p>\n\n\n\n<p>The First Nations leader asked for more say in how the forests in the Nation\u2019s territory are managed, to which the industry representative offered a financial partnership instead.<\/p>\n\n\n\n<p>\u201cWe don\u2019t want your money;&nbsp;<em>we want our land<\/em>,\u201d responded the First Nations leader.<\/p>\n\n\n\n<p>To me, the First Nation\u2019s message was clear.&nbsp;<em>Please listen to what&nbsp;<\/em>we<em>&nbsp;want and stop trying to convince us to accept what&nbsp;<\/em>you<em>&nbsp;want.<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>BC Forest Policy Is Evolving to Better Recognize Indigenous Interests<\/strong><\/h3>\n\n\n\n<p>A lot has changed since the 2000s. A 2014 landmark court decision ruled that the Tsilhqot&#8217;in First Nation has a claim of Aboriginal title to its traditional territory, meaning it must be consulted about its use. Then, in 2019, B.C. passed the&nbsp;<em>Declaration Act<\/em>, implementing the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).<\/p>\n\n\n\n<p>In the fall of 2020, BC published its old growth strategic review&nbsp;<em><a href=\"https:\/\/www2.gov.bc.ca\/assets\/gov\/farming-natural-resources-and-industry\/forestry\/stewardship\/old-growth-forests\/strategic-review-20200430.pdf\">A New Future for Old Forests<\/a>.<\/em>&nbsp;The report called for a transition from a primarily timber-based approach to old growth management to an ecosystem-focused approach. Such a transformation (or \u201cparadigm shift\u201d) would not only require changes to how forests are harvested but also demand more Indigenous involvement, better public information and strengthened forest governance.<\/p>\n\n\n\n<p><em>A New Future for Old Forests<\/em>&nbsp;laid out a three-year timeline for transitioning to the new forest management policies. One of the first steps in implementing the report\u2019s recommendations was to be the identification of 2.6 million hectares (26,000 km2) of old growth forests with high ecosystem values to be set aside from logging (or \u201cdeferred\u201d) until new forest management policies are worked out.<\/p>\n\n\n\n<p>In November 2021, the province released a report identifying its proposed deferral areas and asked for input from the First Nations within whose traditional territories these areas were situated. They were given 30 days to say \u201cyes,\u201d \u201cno\u201d or \u201cwe\u2019d like more time to decide,\u201d to the sweeping changes being proposed.<\/p>\n\n\n\n<p>Not surprisingly, the majority of First Nations requested more time. Also unsurprisingly, the environmental community was dismayed by the delay.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>New Demands<\/strong><\/h3>\n\n\n\n<p>With the \u201cgo \/ no go\u201d decision on old growth deferrals now at the hands of First Nations, conservation groups\u2019 messaging evolved to include more attention to economic considerations \u2013 although mostly for Indigenous communities. For example, the groups\u2019 jointly released, semi-annual \u201c<a href=\"https:\/\/sierraclub.bc.ca\/tag\/report-card\/\">old growth report card<\/a>\u201d called<strong>&nbsp;<\/strong>for $300 million to help First Nations make the choice to discontinue old-growth logging, pointing out that a funding shortfall would make the planned deferrals \u201cvirtually impossible to achieve.\u201d<\/p>\n\n\n\n<p>Following Union of BC Indian Chiefs\u2019 (UBCIC) June 2022 resolution on old growth, the conservation groups\u2019 September report card upped the ante, calling for not only a total halt to old growth logging but for \u201cfull compensation to any affected First Nations to ensure that logging is deferred in all at-risk old growth forests.\u201d The accompanying news release states that without an increase in funding to First Nations, \u201cprogress will remain stalled and irreplaceable ancient forests will continue to fall.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Compensation, or Inducement?<\/strong><\/h3>\n\n\n\n<p>Given that the province&nbsp;<a href=\"https:\/\/www.westerninvestor.com\/british-columbia\/bc-old-growth-ban-could-clear-cut-forest-economy-4720094\">estimates<\/a>&nbsp;its changing old growth logging policies will result in 14-20 sawmill closures, 2 pulp mill closures, and up to 4,500 job losses, I cannot argue with demands for an economic adjustment fund. Indeed, the provincial government has set aside&nbsp;<a href=\"https:\/\/news.gov.bc.ca\/releases\/2022FOR0019-000475\">$185 million<\/a>&nbsp;\u201cto provide co-ordinated and comprehensive supports for forestry workers, industry, communities and First Nations who may be affected by new restrictions on old growth logging.\u201d<\/p>\n\n\n\n<p>However, offering support to affected workers is not the same thing as offering money to incentivize First Nations to disallow logging in their territories. As I see it, there is little difference between offering wads of cash to entice First Nations&nbsp;<em>not to log<\/em>&nbsp;and offering money to&nbsp;<em>allow&nbsp;<\/em>logging. The underlying message is \u201c<em>we<\/em>&nbsp;know what\u2019s best, so we\u2019re going to do whatever it takes to convince you to do what&nbsp;<em>we<\/em>&nbsp;want.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What Do First Nations Say?<\/strong><\/h3>\n\n\n\n<p>Given that&nbsp;<a href=\"https:\/\/www.theglobeandmail.com\/business\/article-once-sidelined-from-forestry-in-their-traditional-territory-huu-ay-aht\/\">several First Nations<\/a>&nbsp;are economically dependent on logging, I was surprised to read&nbsp;<a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/bc-conservationists-decry-lack-of-action-transparency-forestry-stewardship-overhaul-1.6578462\">media reports<\/a>&nbsp;that the Union of BC Indian Chiefs (UBCIC) had apparently endorsed the conservationists\u2019 \u201cpayment for agreement\u201d stance. However, on reading the UBCIC\u2019s&nbsp;<a href=\"https:\/\/assets.nationbuilder.com\/ubcic\/pages\/132\/attachments\/original\/1655425546\/2022_CC06_Combined_Resolutions.pdf?1655425546\">resolution<\/a>&nbsp;more carefully, I have come to believe that their position is more nuanced. My understanding is that while the resolution\u2019s signatories&nbsp;<em>do<\/em>&nbsp;support the logging deferrals&nbsp;<em>in general<\/em>, and they&nbsp;<em>are&nbsp;<\/em>asking for financial support, they are not offering to sell off their right to make decisions about logging. At present, old growth logging is one of the few economic opportunities available to their communities. Although the UBCIC would like to have other options, they would need external funding to achieve this.<\/p>\n\n\n\n<p>Some First Nations have even objected to the proposed deferrals in their territories. For example, the Huu-ay-aht First Nations have agreed to 96% of the proposed deferrals on their traditional territory, but plan to allow logging on the&nbsp;<a href=\"https:\/\/www.timescolonist.com\/business\/huu-ay-aht-first-nations-agree-to-old-growth-logging-deferral-4821078\">remaining 4%<\/a>. Their reasoning is that deferring logging in this particular area would disrupt 65% of the planned harvest over the next two years, resulting in significant financial hardship to the surrounding communities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>It\u2019s Time to Stop Posturing and Start Listening<\/strong><\/h3>\n\n\n\n<p>In the context of First Nations like the Huu-ay-aht, the idea that government funding could replace the hole left in the local community\u2019s economy if old growth logging were to suddenly stop is laughable. Indeed, the whole idea of \u201cpaying them to do it our way\u201d represents a type of thinking best left in the past century.<\/p>\n\n\n\n<p>Whether we are environmentalists, industry, First Nations, or unions, we are all used to making our demands heard. However, we are still not very good at listening to or understanding each other\u2019s viewpoints.<\/p>\n\n\n\n<p>A gradual change in the balance of power over land-use decisions in BC may result in a change in how we think about logging. But to achieve a true paradigm shift we\u2019ll also need to change how we think about each other.<\/p>\n\n\n\n<p>It\u2019s time to stop arguing for what&nbsp;<em>we<\/em>&nbsp;want, and start listening to what&nbsp;<em>they<\/em>&nbsp;want \u2013 whoever \u201cwe\u201d and \u201cthey\u201d are.
