{"id":81627,"date":"2021-05-25T18:39:00","date_gmt":"2021-05-25T18:39:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=81627"},"modified":"2024-11-11T17:21:15","modified_gmt":"2024-11-11T17:21:15","slug":"just-transition","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=81627","title":{"rendered":"Where is Canada\u2019s \u201cjust transition&#8221;?"},"content":{"rendered":"\n<p>As the world slowly transitions to renewable energy, what will happen to oil and gas workers in Canada?<\/p>\n\n\n\n<p>It\u2019s a truly serious question, given Canada\u2019s new, strict emissions goals. Our oil-gas sector currently employs 600,000 Canadians, directly and indirectly.<\/p>\n\n\n\n<p>The severity of the question was underlined when the Toronto Dominion Bank came out with&nbsp;<a href=\"https:\/\/economics.td.com\/esg-energy-sector\">this outlook in April<\/a>:<\/p>\n\n\n\n<p>\u201cWe estimate between 50-75% of those workers are at risk of displacement in the transition through 2050, equivalent to 312,000 \u2013 450,000 workers.\u201d<\/p>\n\n\n\n<p>Green activists propose that unemployed oil-gas workers can simply find jobs in renewable energy, but the TD Bank economists warned:<\/p>\n\n\n\n<p>\u201cThe belief is that many of those displaced will find a home in the clean energy sector, but we should not assume that the transition will absorb all displaced workers.\u201d<\/p>\n\n\n\n<p>Our executive director, Stewart Muir, rang another warning bell when Unifor, a key union representing oil and gas workers, gave&nbsp;<a href=\"https:\/\/www.cbc.ca\/news\/canada\/climate-targets-transition-oil-energy-1.6000224\">conditional support<\/a>&nbsp;to Canada\u2019s latest emissions targets.<\/p>\n\n\n\n<p>\u201cUnion whose O&amp;G worker-members earn $1,820\/week avg is cheerleading a move into \u2018care services&#8217;, where pay is $1,038. That should be popular,\u201d&nbsp;<a href=\"https:\/\/twitter.com\/sjmuir\/status\/1387165410756231175\">wrote Muir<\/a>.<\/p>\n\n\n\n<p>Unifor\u2019s support for the emissions goals (and for even more stringent ones) was, as we note, conditional \u2014 \u201conly if there&#8217;s a plan for a \u2018just transition\u2019 that won&#8217;t leave workers behind.\u2019<\/p>\n\n\n\n<p>Natural Resources Minister Seamus O\u2019Regan says the transition from fossil fuels is about lowering emissions. He says that needs to happen effectively and urgently \u2014 but not leaving the oil and gas sector behind.<\/p>\n\n\n\n<p>He says Ottawa plans to&nbsp;<a href=\"https:\/\/www.thestar.com\/politics\/federal\/2021\/04\/26\/ottawa-plans-to-help-fossil-fuel-workers-find-clean-economy-jobs.html\">help fossil-fuel workers<\/a>&nbsp;find clean-economy jobs:<\/p>\n\n\n\n<p>\u201cCanada\u2019s oil and gas workers helped build this country, and they\u2019ll be the ones to build our low-emissions energy future.<\/p>\n\n\n\n<p>\u201cThey\u2019re engineers, trades workers, scientists, investors and more. I want them to have the well-paying jobs they need to lead the way.\u201d<\/p>\n\n\n\n<p>The latest federal budget included $55 million over the next three years for job-training programs that include workers in \u201ctransforming sectors like energy.\u201d It also earmarked another $960 million over three years to train people for clean tech, health, and construction jobs.<\/p>\n\n\n\n<p>But Jim Stanford, an economist from the Centre for Future Work, says Ottawa needs to spend&nbsp;<a href=\"https:\/\/www.thestar.com\/politics\/federal\/2021\/01\/18\/the-liberals-promised-help-for-oil-workers-as-their-jobs-disappear-so-where-is-it.html\">$1 billion per year<\/a>, starting right now.<\/p>\n\n\n\n<p>Stanford says the transition could be designed so that the vast majority of current employees can work out their careers and retire without being replaced, while younger ones can receive sizable government support \u2014 around $250,000 each \u2014 to relocate and train to work in new industries.<\/p>\n\n\n\n<p>But where, he asks, is Ottawa\u2019s Just Transition Act? That\u2019s another big question.<\/p>\n\n\n\n<p>The federal government first promised the legislation at a United Nations climate-change conference&nbsp;in November 2019: \u201cWe will come forward with legislation that commits us to a net-zero-by-2050 goal, with milestones every five years, paired with a&nbsp;Just&nbsp;Transition&nbsp;Act&nbsp;to make sure we keep people at the centre of our policies. We must address climate change in a way that\u2019s empathetic and sensitive to legitimate concerns about this transition.\u201d<\/p>\n\n\n\n<p>And Prime Minister Trudeau promised it again in the election campaign later that year.<\/p>\n\n\n\n<p>\u201cWe will ensure energy workers and communities can shape their own futures by introducing a&nbsp;Just&nbsp;Transition&nbsp;Act<strong>,<\/strong>&nbsp;giving workers access to the training, support, and new opportunities needed to succeed in the clean economy.\u201d<\/p>\n\n\n\n<p>But that legislation is still nowhere in sight.<\/p>\n\n\n\n<p>O\u2019Regan says the government is working on it and will consult with workers and industry before it is tabled in Parliament.<\/p>\n\n\n\n<p>Meanwhile, there are no details, no timetable, and no word on when those 600,000 Canadians who owe their jobs to the oil-gas industry will get to see it.<\/p>\n\n\n\n<p>Yet the absence of employment goals has not stopped the government from pursuing its climate goals. On the road to its&nbsp;<a href=\"https:\/\/www.canada.ca\/en\/services\/environment\/weather\/climatechange\/climate-plan\/net-zero-emissions-2050.html\">current target<\/a>&nbsp;of net-zero by 2050, Canada has set<a href=\"https:\/\/globalnews.ca\/news\/7779596\/climate-change-emissions-targets-canada-2030-trudeau\/\">&nbsp;an interim 2030 target<\/a>: slashing Canada\u2019s greenhouse gas emissions by 40-45% below the levels the country emitted in 2005.<\/p>\n\n\n\n<p>Meanwhile, in a new report, the International Energy Agency suggests that employment across the world&nbsp;in oil,&nbsp;gas, coal,&nbsp;and coal-power plants,&nbsp;could&nbsp;<a href=\"https:\/\/iea.blob.core.windows.net\/assets\/4719e321-6d3d-41a2-bd6b-461ad2f850a8\/NetZeroby2050-ARoadmapfortheGlobalEnergySector.pdf\">decline by&nbsp;around&nbsp;five&nbsp;million<\/a>&nbsp;if the world sticks to goals for net-zero emissions by 2050. &nbsp;<\/p>\n\n\n\n<p>The IEA\u2019s \u201cpathway\u201d report will be a shocker to those who work in our fossil-fuel sector.<\/p>\n\n\n\n<p>It paints this picture: If the world truly aims to hit net-zero emissions by 2050, it would require \u2018a total transformation&#8217; of global energy systems, no new oil\/gas\/coal, and \u2018vast amounts of investment\u2019 and innovation.<\/p>\n\n\n\n<p>Of the IEA\u2019s pathway to net-zero,&nbsp;<a href=\"https:\/\/resourcework2.devstudio.work\/netzero-path\">Stewart Muir writes<\/a>: \u201cIt turns out to be a goal of staggering difficulty. Yet, with a level playing field in place, countries like Canada have the resources to get us there.\u201d<\/p>\n\n\n\n<p>However, he says, \u201cIEA has engineered a document that is a dead letter even before it has been debated.\u201d This is because of a \u201cred flag\u201d proposal that would favour petroleum production in the \u201cdictator regimes\u201d of OPEC countries.<\/p>\n\n\n\n<p>And there\u2019s a basic question for the IEA: Does the world really mean to shoot for net-zero by 2050?<\/p>\n\n\n\n<p>The record of meeting much easier climate commitments is laughable.<\/p>\n\n\n\n<p>The 196 countries that signed the Paris agreement in 2015 pledged to work to keep the world\u2019s average temperature well below rising to 2\u00b0C above what it had been before the industrial revolution \u2013 and preferably to keep it below 1.5\u00b0C. Each country set national targets accordingly.<\/p>\n\n\n\n<p>So how many nations have met their Paris targets?<\/p>\n\n\n\n<p>According to the non-profit&nbsp;<a href=\"https:\/\/climateactiontracker.org\/\">Climate Action Tracker<\/a>, the answer is that&nbsp;<em>only two<\/em>&nbsp;of 196 countries have met their 1.5\u00b0C obligations: Morocco and The Gambia.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"622\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2021\/05\/Netzero-1024x622.jpg\" alt=\"\" class=\"wp-image-84261\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2021\/05\/Netzero-1024x622.jpg 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2021\/05\/Netzero-300x182.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2021\/05\/Netzero-768x467.jpg 768w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2021\/05\/Netzero.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Another six have met Paris goals that would mean a 2\u00b0C increase: Bhutan, Costa Rica, Ethiopia, India, Kenya and the Philippines.<\/p>\n\n\n\n<p>As of last November, Canada was listed as one of 11 countries where progress was deemed \u201cinsufficient,\u201d more in line with a 3\u00b0C increase.<\/p>\n\n\n\n<p>Seven nations\u2014including China\u2014were branded as \u201chighly insufficient,\u201d with emissions on track for a 4\u00b0C boost. Seven more, including the US, were labelled \u201ccritically insufficient\u201d with an increase of over 4\u00b0C.<\/p>\n\n\n\n<p>Despite the country\u2019s relative success, India\u2019s energy minister calls net-zero \u201cpie in the sky.\u201d<\/p>\n\n\n\n<p>He adds: \u201cYou have 800 million people who do not have access to electricity. You can\u2019t say that they have to go to net-zero. They want a higher standard of living for their people, and&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/science-environment-56596200\">you can\u2019t stop it<\/a>.\u201d<\/p>\n\n\n\n<p>It\u2019s time for Ottawa to get serious about its climate goals, and that means being realistic. And if it does, it needs to act on its commitment to offer meaningful help to the workers transitioning out of the industry it\u2019s attempting to deconstruct.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>With thousands of jobs on the line and challenges meeting its net-zero emissions goals, Canada needs to get serious.
