{"id":81739,"date":"2020-12-30T13:12:00","date_gmt":"2020-12-30T14:12:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=81739"},"modified":"2024-11-11T17:50:20","modified_gmt":"2024-11-11T17:50:20","slug":"we-need-pipelines","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=81739","title":{"rendered":"Yes, we do need those pipelines"},"content":{"rendered":"\n<p>With 2021 just around the corner, Resource works looks back on a tumultuous year for Canadian energy. As November came to a close, Canada\u2019s Energy Regulator (CER) presented a theoretical future scenario on energy use, while activists have been quick to distort it as a factual forecast that \u201cproves\u201d we don&#8217;t need the Trans Mountain pipeline expansion. As misinformation campaigns continue to target Canadian oil, understanding the CER&#8217;s projection is just as important now as in November.<\/p>\n\n\n\n<p>We saw such&nbsp;<a href=\"https:\/\/twitter.com\/WCELaw\/status\/1331338433806045185?s=20\">claims<\/a>&nbsp;as: \u201cNew CER report is clear. The era for pipeline expansion is over. Trans Mountain and Keystone XL not needed to meet global oil demand.\u201d<\/p>\n\n\n\n<p>The CER&nbsp;<a href=\"https:\/\/www.cer-rec.gc.ca\/en\/data-analysis\/canada-energy-future\/2020\/canada-energy-futures-2020.pdf\">presented two scenarios<\/a>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In its \u201cReference\u201d scenario (in which business continues without additional measures to reduce greenhouse gases beyond what is currently in place), the report sees that the Trans Mountain expansion (TMX), Enbridge\u2019s Line 3, and Keystone XL will be needed to meet international and global demand for oil.<\/li>\n\n\n\n<li>Then there\u2019s the CER\u2019s \u201cEvolving\u201d scenario, which assumes Canada makes stronger efforts to combat climate change, resulting in slower growth in fossil fuel demand. Even in this scenario (activists, please note), demand does not disappear.<\/li>\n<\/ul>\n\n\n\n<p>The Evolving energy scenario foresees an 18% increase in Canadian oil production to 5.8 million barrels a day and a 17% rise in natural-gas production to 18.4 billion cubic feet a day. Both scenarios see LNG exports from BC coming online and continuing.<\/p>\n\n\n\n<p>B.C. scientist Blair King does&nbsp;<a href=\"https:\/\/resourcework2.devstudio.work\/another-flawed-report\">a masterful job<\/a>&nbsp;of explaining the facts:<\/p>\n\n\n\n<p>\u201cIt has been widely claimed by the activist community that under the Evolving Scenario the TMX will become a \u2018white elephant\u2019 and is no longer economically viable. This is simply not consistent with what the report says, nor what is understood about the global market for Alberta heavy oil\u2026[It is] absolutely clear, even under the Evolving Scenario, either Line 3 or the TMX capacity will be needed just to reduce our dependence on oil-by-rail.\u201d<\/p>\n\n\n\n<p>Energy economist Kent Fellows of the University of Calgary\u2019s School of Public Policy set the critics straight, noting the CER report presents \u201ca projection based on more stringent climate policy and in particular having a little bit more attention paid to greenhouse-gas emissions from petroleum products south of the border.\u201d<\/p>\n\n\n\n<p>Fellows spoke in a&nbsp;<a href=\"https:\/\/youtu.be\/I5RvKBYM5Xo\">video interview<\/a>&nbsp;with energy journalist Markham Hislop, who said: \u201cI guess there\u2019s a danger in treating this as a forecast.\u201d<\/p>\n\n\n\n<p>Fellows agreed: \u201cAnd so they [the CER] use this language very carefully about whether something is a projection\u2026rather than being a forecast because they want to be really clear that they\u2019re not endorsing a potential path.<\/p>\n\n\n\n<p>\u201cThey don&#8217;t want firms or investors making investment decisions thinking that the CER is giving an opinion. They\u2019re really careful about trying not to put their opinion into the modelling, and that\u2019s why you see this language is \u2018a projection\u2019.\u201d<\/p>\n\n\n\n<p>On the 34<sup>th<\/sup>&nbsp;page of its report, the CER itself says: \u201cThese projections are not a prediction, but instead present possible future outcomes based on the assumptions described.\u201d<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/canadianenergynetwork.org\/no-the-canadian-energy-regulators-canadas-energy-future-2020-report-does-not-say-that-the-era-of-pipeline-expansion-is-over\/\">Canadian Energy Network<\/a>&nbsp;noted: \u201cThe CER report itself shows that production\u2026reaches close to the capacity of TMX, Keystone XL, and Line 3.\u201d<\/p>\n\n\n\n<p>And the Alberta government\u2019s Canadian Energy Centre makes a&nbsp;<a href=\"https:\/\/energynow.ca\/2020\/11\/a-matter-of-fact-canada-needs-line-3-tmx-and-keystone-xl-deborah-jaremko\/\">strong argument<\/a>: \u201cThere is strong demand pull for Canadian oil in pipeline markets. Fundamentally, pipeline projects are designed to connect supply with demand. TMX, Line 3 and Keystone XL serve different markets, all of which are hungry for more Canadian oil.\u201d<\/p>\n\n\n\n<p>On top of all this, the CER\u2019s Evolving Scenario does not reflect the&nbsp;<a href=\"https:\/\/www.opec.org\/opec_web\/en\/press_room\/6147.htm\">latest global outlook from OPEC<\/a>&nbsp;that sees global oil demand increasing from nearly 100 million barrels a day in 2019 to around 109 million a day in 2045. Demand in non-OECD countries is projected to rise from just under 52 million barrels a day in 2019 to 74 million in 2045.<\/p>\n\n\n\n<p>OPEC also projects: \u201cIndia is expected to be the largest contributor to incremental demand, adding around 6.3 million barrels a day between 2019 and 2045.\u201d<\/p>\n\n\n\n<p>In fact, India\u2019s Reliance Industries\u2014the world\u2019s largest oil refinery\u2014has already&nbsp;<a href=\"https:\/\/timesofindia.indiatimes.com\/business\/india-business\/reliance-industries-buys-canadian-heavy-crude-to-offset-venezuelan-decline-report\/articleshow\/78432788.cms\">signed agreements<\/a>&nbsp;to buy two million barrels of our Alberta oil per month to replace oil from Venezuela. That oil will be supplied through Trans Mountain and its pipeline expansion.<\/p>\n\n\n\n<p>As Venezuelan oil production collapses, Canada stands out as a more stable supplier. Trans Mountain\u2019s pipeline expansion is providing new export opportunities to fill the gap.<\/p>\n\n\n\n<p>We\u2019re moving Alberta crude oil to China, too. Meanwhile, Keystone XL would export to US Gulf Coast refineries built to process heavy crude, not lighter oil from US shale wells.<\/p>\n\n\n\n<p>Yet for years, every month, Trans Mountain has had to tell customers it can&#8217;t carry in its existing pipeline the amount of oil that the shippers want to move.<\/p>\n\n\n\n<p>All of these outlooks and projections add up to this: There\u2019s a growing market for our oil, and we need pipelines to move it.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Canada Energy Regulator: The TMX pipeline will help Canada meet global demand for
