{"id":81937,"date":"2019-07-01T15:48:00","date_gmt":"2019-07-01T15:48:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=81937"},"modified":"2024-11-14T09:58:04","modified_gmt":"2024-11-14T09:58:04","slug":"yelling-climate","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=81937","title":{"rendered":"Getting over the rhetorical yelling on climate"},"content":{"rendered":"\n<p><em>The following is a June 28, 2019 tweet thread from Vancouver-based Rick Anderson, a principal of Earnscliffe Strategy.&nbsp;His starting point was the recent release of the federal Conservative climate plan, which accepts that the Paris accord commitments are a baseline for where Canada\u2019s emissions should be in 2030 and afterwards.&nbsp;<\/em><\/p>\n\n\n\n<p class=\"has-text-align-center\"><a href=\"https:\/\/threadreaderapp.com\/thread\/1144569961718910977.html\">VIEW AS A TWITTER THREAD IN THREADREADER<\/a><\/p>\n\n\n\n<p>\u201c[Conservative leader Andrew Scheer\u2019s] plan doesn\u2019t even have goals\u201d is emblematic of the broken conversation Canadians have regarding what should be among the more serious, more thoughtful, political topics in a nation blessed with the world\u2019s most abundant and greatest array of natural resources.&nbsp;<\/p>\n\n\n\n<p>Agriculture, air, fish, hydro, land, minerals, natural gas, oil, seafood, solar, water, wind, wood&#8230;there is no nation on earth blessed with a greater variety and abundance of natural resources than CA.<\/p>\n\n\n\n<p>Not only were natural resources the initial foundation of our economy, today almost every sector of our economy relates to natural resources in one fashion or another, as a consumer or user or processor or supplier or transporter of resource-oriented industries.<\/p>\n\n\n\n<p>Today\u2019s resource industries are not the \u201chewers of wood, drawers of water\u201d of some people\u2019s narrow imaginations. They are capital-intense, financially-sophisticated, globally-competitive, science-based, technologically-advanced knowledge industries.&nbsp;<\/p>\n\n\n\n<p>\u201cThe world needs more Canada\u201d is nowhere more true than respecting resources. We produce and sell food, energy, forestry, minerals for almost every nation on Earth. We feed billions of people, we build, light, heat hundreds of millions of homes.<\/p>\n\n\n\n<p>CA is the world\u2019s supply chain.<\/p>\n\n\n\n<p>You might think a nation like that \u2013 a smart, industrious people, blessed with the great fortune of an incredible bounty of natural resources \u2013 might understand that of itself.&nbsp;<\/p>\n\n\n\n<p>Perhaps, even, to challenge itself to be the world\u2019s smartest natural resource nation.<\/p>\n\n\n\n<p>And yet, our political discourse regarding resources is quite far from the world\u2019s smartest.&nbsp;<\/p>\n\n\n\n<p>Rather than seeking consensus, we drive wedges.<\/p>\n\n\n\n<p>Rather than building upon each other\u2019s ideas, we deny them.<\/p>\n\n\n\n<p>Rather than informing and educating, we misstate and misinform.<\/p>\n\n\n\n<p>Liberals would have you believe they \u201cown\u201d the climate change issue, even as they assert, more honestly, we all do.<\/p>\n\n\n\n<p>The first Canadian Prime Minister to acknowledge the threat of climate change and to pledge reduction of GHG emissions was Brian Mulroney, in 1992.<\/p>\n\n\n\n<p>We approach this topic as though we are deeply, irreversibly divided. Yet are we? Five successive Prime Ministers have promised&nbsp;GHG emission reductions: Mulroney, Chr\u00e9tien, Martin, Harper, Trudeau. Scheer has pledged himself to be the sixth, should he be elected.<\/p>\n\n\n\n<p>There are not that many national topics on which five, or six, consecutive PMs are agreed.&nbsp;<\/p>\n\n\n\n<p>Yet we treat this as though it were not our political reality.<\/p>\n\n\n\n<p>This is not characteristic of a smart conversation.<\/p>\n\n\n\n<p>Liberals like to say \u201cScheer has no goals\u201d.&nbsp;<\/p>\n\n\n\n<p>As if GMG emission goals they \u201cadopted\u201d were not in fact developed by, inherited from, the previous Harper Government.<\/p>\n\n\n\n<p>As if Scheer has not explicitly re-endorsed them.<\/p>\n\n\n\n<p>This is not characteristic of a smart conversation.<\/p>\n\n\n\n<p>Sure, you might say, but:<\/p>\n\n\n\n<p>\u201cThey didn\u2019t do anything about it\u201d.&nbsp;<\/p>\n\n\n\n<p>\u201cThey\u201d didn\u2019t &#8211; or don\u2019t &#8211; have \u201ca plan\u201d.&nbsp;<\/p>\n\n\n\n<p>\u201cWe haven\u2019t achieved anything.\u201d<\/p>\n\n\n\n<p>\u201cWe won\u2019t make our goals.\u201d<\/p>\n\n\n\n<p>Each says these about the other.<\/p>\n\n\n\n<p>Fact is, first three are false.<\/p>\n\n\n\n<p>The fourth is up to us. All of us.<\/p>\n\n\n\n<p>A little fact-checking. You likely know that for years, Canada&#8217;s GHG emissions rose, more or less in line with population and economic growth.&nbsp;<\/p>\n\n\n\n<p>But did you know that CA GHG peaked, at 743 Mt CO2 eq, in 2007?<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"495\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/fact-checking-1024x495.jpg\" alt=\"\" class=\"wp-image-85118\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/fact-checking-1024x495.jpg 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/fact-checking-300x145.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/fact-checking-768x372.jpg 768w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/fact-checking.jpg 1172w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Did you know: our GHG emissions peaked amidst a decade of economic and population growth, so that today each dollar of CA GDP results in 36% LESS GHG than it did in 1990?<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" width=\"1024\" height=\"399\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/didyouknow-1024x399.jpg\" alt=\"\" class=\"wp-image-85120\" style=\"width:620px;height:auto\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/didyouknow-1024x399.jpg 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/didyouknow-300x117.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/didyouknow-768x299.jpg 768w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/didyouknow.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>You&#8217;ve likely heard that Canadians are amongst the world&#8217;s highest per person emitters of GHG.&nbsp;But did you know: we now produce 10% less GHG per person than we did in 1990?<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"495\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/youvelikely-1024x495.jpg\" alt=\"\" class=\"wp-image-85121\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/youvelikely-1024x495.jpg 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/youvelikely-300x145.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/youvelikely-768x372.jpg 768w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2019\/07\/youvelikely.jpg 1172w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>The purpose of presenting these facts is not to make the case that we&#8217;ve reached CA&#8217;s Paris GHG emissions goal.&nbsp;<\/p>\n\n\n\n<p>We haven&#8217;t, and in fact we have a great ways to go to get from 716 Mt in 2017 to our Paris goal of 511 Mt in 2030.<\/p>\n\n\n\n<p>Purpose of understanding our progress to date is this:<\/p>\n\n\n\n<p>First, to understand change is achievable without sacrificing economic growth: cleaner growth is real, in fact happening here for a decade. Something the world&#8217;s smartest natural resource country might embrace.<\/p>\n\n\n\n<p>Second, our progress provides valuable knowledge to better understand what has worked (or not), worked best, and at what cost.<\/p>\n\n\n\n<p>A smart conversation would use such knowledge to inform discussion of future options, rather than just yelling at each other rhetorically.<\/p>\n\n\n\n<p>Did you know, for instance, that Canada\u2019s electricity sector emissions have declined by 56 Mt (43%) since peaking in 2001?&nbsp;<\/p>\n\n\n\n<p>Canada now has one of the world\u2019s cleanest electricity grids, and still getting better as we approach the 2030 coal phase-out deadline.<\/p>\n\n\n\n<p>How often do you hear Dalton McGuinty get credit for starting Ontario\u2019s coal transition?<\/p>\n\n\n\n<p>Or Harper get credit for making it a national mandate?<\/p>\n\n\n\n<p>Or Trudeau, Notley, others for shortening the phase-out.<\/p>\n\n\n\n<p>Unacknowledged amidst our wedgy partisan politics.<\/p>\n\n\n\n<p>Not smart.<\/p>\n\n\n\n<p>What analyses have we done, as a country, to learn what worked best in our coal transition?<\/p>\n\n\n\n<p>I know plenty of enviro activists, industry pros, and policymakers who are pretty smart about this.<\/p>\n\n\n\n<p>But those smarts can conflict, and\/or be obscured\/exploited by politics.&nbsp;<\/p>\n\n\n\n<p>Do you know, as another instance, that emissions from heavy industry have declined by 29 Mt (29%) since peaking in 1996?&nbsp;<\/p>\n\n\n\n<p>Heavy industry?1996? What caused that?&nbsp;<\/p>\n\n\n\n<p>Could it be combatting acid rain, CFCs, other pollution?<\/p>\n\n\n\n<p>Back when prople were saying \u201cno plan\u201d etc?<\/p>\n\n\n\n<p>What did we learn from our progress re heavy industry emissions?&nbsp;<\/p>\n\n\n\n<p>As with coal transition, that smart regulation can and does work, for one thing.&nbsp;<\/p>\n\n\n\n<p>As does cap-and-trade: one of the first such programs developed specifically for the (successful) effort against SO2.<\/p>\n\n\n\n<p>We have other stories of progress, such as building efficiency, and landfill\u27a1\ufe0fcomposting (both = emission reduction). We are getting better &#8211; smarter &#8211; at using natural resources more sustainably, better at understanding relative effectiveness of various approaches.<\/p>\n\n\n\n<p>While we\u2019ve made good progress in electricity and heavy industry, and some progress in buildings and landfills, we must do more. Especially, we must do more in two large and very important sectors that affect us all: the oil and gas industry, and transportation.<\/p>\n\n\n\n<p>In both sectors promising developments are unfolding, in oilfield production emissions (eg CCS, sinks, co-gen, SMRs) and downstream with more fuel-efficient, electric, hybrid vehicles, hydrogen, biofuels and other R&amp;D.&nbsp;<\/p>\n\n\n\n<p>Beyond our own borders, CA is contributing to other countries reducing emissions, by supplying cleaner alternatives like LNG to replace coal-fired electricity. We can be\/are at the forefront of new technologies that are making resource use more sustainable.<\/p>\n\n\n\n<p>IMO this is more marathon than sprint, and a marathon which did not start yesterday, nor with today\u2019s particular governments, but two decades ago. During that time, we\u2019ve learned a lot, become smarter. And we have to continuing that learning.<\/p>\n\n\n\n<p>Finally, can we envision making ourselves not just the world\u2019s most fortunate people in natural resources, but the smartest, best, leaders at their sensible, sustainable use?<\/p>\n\n\n\n<p>I like Norway, but let\u2019s claim that space for Canada.<\/p>\n\n\n\n<p>Speaking of which, Happy CA Day!<\/p>\n\n\n\n<figure class=\"wp-block-image
