What\u2019s clear is that it has been. The National Energy Board subjected the project to careful review, as did the Province of British Columbia (met after due diligence by the previous provincial government).<\/p>\n\n\n\n<p>The TMEP stands to deliver for Canadians and our economy on a large scale, to the tune of $46.7 billion of combined impact of government revenue from construction and the first 20 years of expanded pipeline operation. The existing pipeline has been operating since 1953 without a drop of oil being spilled by a tanker visiting its terminal.<\/strong><\/h3>\n\n\n\n<p>At times, opponents equate the risk of spills occurring on land with the risk of a spill on water. It is inaccurate to conflate them. As safe as land transportation via pipeline is, tanker transport is subject to even more rigorous safety requirements, which are internationally regulated.<\/p>\n\n\n\n<p>In fact, at no point since 1953 has oil been spilled by a tanker visiting the Westridge Marine Terminal.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. There is already a substantial amount of tanker traffic in the region.<\/strong><\/h3>\n\n\n\n<p>The risk of a cargo oil spill already exists, at a manageable level, in the region. The probability of a spill from cargo oil for the entire study area would&nbsp;<strong>remain similar<\/strong>&nbsp;to the existing level after additional marine safety measures have been implemented.<\/p>\n\n\n\n<p>Indeed, these measures are going to be considerable.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. All reasonable measures to prevent spills are being taken.<\/strong><\/h3>\n\n\n\n<p>These include:<\/p>\n\n\n\n<p>&#8211; Expansion of the use of tugs that will now provide laden tankers with tug escort for the entire passage through Canadian waters between Westridge Marine Terminal and the Pacific Ocean,<\/p>\n\n\n\n<p>&#8211; Increased local pilot use to navigate vessels, and<\/p>\n\n\n\n<p>&#8211; Enhanced tools for situational awareness.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. With all required risk-reducing measures put into place, it is conservatively estimated that a credible worst-case oil spill from a tanker transporting crude oil from the project could occur&nbsp;<em>once in every 2,841 years<\/em>.<\/strong><\/h3>\n\n\n\n<p>In addition to a tanker accident being extremely unlikely to happen in the first place, there is no credible reason to believe the entire contents of a full tanker could be lost in a spill incident \u2013 standards put in place over the years have made it incredibly improbable.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"796\" height=\"192\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/tanker_safety.png\" alt=\"\" class=\"wp-image-87677\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/tanker_safety.png 796w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/tanker_safety-300x72.png 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/tanker_safety-768x185.png 768w\" sizes=\"(max-width: 796px) 100vw, 796px\" \/><\/figure>\n\n\n\n<p>The type of tankers slated for use yield a dozen separated compartments. Even in a worst-case scenario spill, at most two compartments could be lost, experts indicate.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5. Steps are being taken to significantly improve oil spill response capabilities, and the project will enhance B.C.\u2019s already-robust spill response capacity.<\/strong><\/h3>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/TM_safety_layers-1024x576.png\" alt=\"\" class=\"wp-image-87678\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/TM_safety_layers-1024x576.png 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/TM_safety_layers-300x169.png 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/TM_safety_layers-768x432.png 768w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/TM_safety_layers-1536x864.png 1536w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2018\/05\/TM_safety_layers.png 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transport Canada regulations require all commercial vessels, including tankers, to establish an arrangement with a certified oil spill response organization prior to entering Canada.<\/li>\n\n\n\n<li>Western Canada Marine Response Corporation (WCMRC) is the industry funded Transport Canada certified marine oil spill response organization on the BC coast.<\/li>\n\n\n\n<li>The Trans Mountain Expansion Project is facilitating WCMRC to carry out oil spill response enhancements that will cost&nbsp;<strong>$150 million<\/strong>&nbsp;and help to improve the level of protection currently available to the British Columbia coastline.<\/li>\n\n\n\n<li>WCMRC is establishing&nbsp;<strong>six new response bases<\/strong>, adding about&nbsp;<strong>115 new personnel<\/strong>&nbsp;and&nbsp;<strong>43 new vessels including spill response craft and barges<\/strong>.<\/li>\n\n\n\n<li>Under the Oceans Protection Plan, the Government of Canada is funding additional resources for the Canadian Coast Guard.<\/li>\n<\/ul>\n\n\n\n<p>***<\/p>\n\n\n\n<p>There will always be those for whom nothing in the tanker and spill response measures will mitigate other concerns they may have. It is worth working to separate those concerns from what is actually happening in Canadian waters to improve shipping safety. No maritime safety program, no matter how complete, will satisfy those for whom safety is a proxy issue for other concerns.
