{"id":82347,"date":"2017-05-30T11:06:00","date_gmt":"2017-05-30T11:06:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=82347"},"modified":"2024-11-28T06:27:52","modified_gmt":"2024-11-28T06:27:52","slug":"r-word","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=82347","title":{"rendered":"The \u201cR\u201d word sounds sour note in BC\u2019s Northeast"},"content":{"rendered":"\n<p>Tyler Kosick\u2019s family has been in the trucking business up north for decades and it\u2019s fair to say he\u2019s heard some pretty salty language in his day. But there\u2019s one word floating around that sounds particularly foul to him and a lot of other folks in communities with resource-based economies.<\/p>\n\n\n\n<p>That\u2019s the \u201cR\u201d word.<\/p>\n\n\n\n<p>\u201cR\u201d in this case stands for \u201creview\u201d and when it\u2019s coupled with \u201coil and gas subsidies\u201d in the NDP platform, well\u2026 it\u2019s like dropping an F-bomb in front of your grandmother.<\/p>\n\n\n\n<p>And the problem with the New Democrats, so far as Kosick\u2019s concerned, is they\u2019ve embarrassed granny more than once.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"721\" height=\"713\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2017\/05\/post-image-38.jpg\" alt=\"\" class=\"wp-image-88070\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2017\/05\/post-image-38.jpg 721w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2017\/05\/post-image-38-300x297.jpg 300w\" sizes=\"(max-width: 721px) 100vw, 721px\" \/><\/figure>\n\n\n\n<p>\u201cThe NDP don\u2019t understand that if you don\u2019t have a strong economy and you don\u2019t incentivize people to actually get out there and explore, manufacture, provide services, if they\u2019re not viable, then you don\u2019t have the tax revenue, you don\u2019t have the jobs and you don\u2019t have everything that feeds back into those public coffers and you end up going the other direction and taking on more public debt as a province,\u201d says Kosick (pictured).<\/p>\n\n\n\n<p>\u201cWe&#8217;ve seen that in the past and it doesn&#8217;t work.\u201d<\/p>\n\n\n\n<p>The NDP policy plank that commits the party to a review of oil and gas subsidies may play well in urban areas, but it\u2019s like lighting a match to see where the gas leak\u2019s coming from in B.C.\u2019s energy patch. The NDP\u2019s decision to partner with the anti-fossil fuel warriors at the BC Green party to try to form a government makes it a near certainty that a review will be underway.<\/p>\n\n\n\n<p>Locals like Kosick don\u2019t like it. Resource industry investors hate it. They\u2019ve invested billions of dollars in long-term investments based on the current set of rules. Reviewing those rules with an eye to what many see as the NDP\u2019s ardent wish to kill those subsidy programs will have potentially dire consequences.<\/p>\n\n\n\n<p>Experience elsewhere shows how a review can easily turn into a ban. A New Brunswick government review of fracking came back with numerous conditions that would need to be met before the province lifts its moratorium on shale gas development.<\/p>\n\n\n\n<p>This will be harmful for the environment because New Brunswick continues to generate 61 per cent of its electricity from diesel, coal and nuclear sources, something that natural gas haters don&#8217;t like to hear. The fact is that rejecting cleaner natural gas is both uneconomical and bad for the environment. Yet hardcore anti-fossil fuel activists in the NDP-Green alliance will, without a doubt, be pushing for a moratorium, one that will ultimately cost BC hundreds of billions in foregone and wasted investment.<\/p>\n\n\n\n<p>Who will bear those dire consequences? Average workers, including unionized employees. Some of the Canada Pension Plan\u2019s largest investments are with the dividend-churning companies in the national oil and gas sector. The same is true of the BC Investment Management Corporation that manages the futures of countless union resource retirees.<\/p>\n\n\n\n<p>Scrapping the current system means the loss of incentives for producers drilling deep wells for natural gas \u201cto ensure our natural gas reserves are developed economically.\u201d<\/p>\n\n\n\n<p>Fiddling with subsidies while the oil patch burns would also have a direct impact on Kosick\u2019s home town of Fort St. John, especially if the NDP subsidy review puts the brakes on programs like the one supporting shoulder season drilling.<\/p>\n\n\n\n<p>\u201cWe had a winter rush and the rest of the year was slow,\u201d says Kosick. \u201cSo the government introduced this program to help them keep going year-round, which definitely helped business and more so for labour.\u201d<\/p>\n\n\n\n<p>By expanding the drilling season, communities like Fort St. John saw fewer transient workers and more year-round workers who moved into town, keeping their money in their new homes. Mess with that and what will happen?<\/p>\n\n\n\n<p>\u201cIf there\u2019s no incentive for the producers to work year-round, then the communities could suffer as we go back to a transient work force,\u201d says Kosick.<\/p>\n\n\n\n<p>Subsidies also encourage companies to find new ways to reduce carbon emissions. The current BC Clean Infrastructure Royalty Credit Program has resulted in 13 methane-reduction programs. A recent study by the David Suzuki Foundation found virtually no measurable methane emissions from newer natural gas infrastructure that it surveyed in the Peace region.<\/p>\n\n\n\n<p>Kosick thinks that\u2019s a better approach than imposing restrictions on the oil and gas industry like the carbon tax.<\/p>\n\n\n\n<p>\u201cWhy can&#8217;t we look at subsidizing energy companies to incentivize them to do that (reduce emissions) as opposed to imposing carbon taxes?\u201d he says.<\/p>\n\n\n\n<p>\u201cWhy not say, \u2018Here&#8217;s some subsidies and by 2025 or 2030, this is the model we want to see in place, you have until then to do it, and we&#8217;re going to help you with these subsidies.\u2019 But instead, they carbon tax.\u201d<\/p>\n\n\n\n<p>Kosick believes that any money saved by scrapping oil and gas subsidies wouldn\u2019t end up back in the Northeast\u2019s communities.<\/p>\n\n\n\n<p>\u201cThe NDP always source out ways to keep more money in the government coffers to be able to fund their ideology and fund their social programs,\u201d he says.<\/p>\n\n\n\n<p>With the NDP-Green coalition now itching to take power, it\u2019s just a matter of time before those coffers start emptying out as the natural gas industry, decades in development, is shuttered.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The BC NDP has promised to review natural gas fracking and what it calls subsidies, while the BC Greens campaigned to ban the use of any kind of fossil fuels.
