Barry Simpson has worked in the B.C. woods for nearly 40 years and he knows three big things about log exports:<\/p>\n\n\n\n

    \n
  1. The catch phrase \u201cexporting logs is exporting jobs\u201d is a myth.<\/li>\n\n\n\n
  2. Nobody likes the current \u201csurplus test\u201d system that gives domestic sawmills first crack at every log, but it works.<\/li>\n\n\n\n
  3. Any move to ban log exports would result in massive job losses.<\/li>\n<\/ol>\n\n\n\n

    A Nanaimo-based log broker, Simpson (pictured above) has heard the old saw about log exports costing jobs since he got into the business in 1980.<\/p>\n\n\n\n

    \u201cThe argument hasn\u2019t changed the entire time that I\u2019ve been around,\u201d says Simpson. \u201cMy experience is that the argument \u2018By exporting logs you\u2019re exporting jobs\u2019 is a total myth.\u201d<\/p>\n\n\n\n

    It\u2019s a myth often heard from those who blame job losses in the forestry industry since 2001 on the rise in log exports. But that\u2019s just not true, says Simpson.<\/p>\n\n\n\n

    \u201cNobody that I know of is staying home because logs are going out of the country,\u201d he says.<\/p>\n\n\n\n

    \u201cA lot of logs that are going out of the country are not even in demand by the local mills, because they only want specific logs.\u201d<\/p>\n\n\n\n

    The reduction in forestry jobs has more to do with reductions in cutting, technology change and other factors, as Truck Loggers Association of B.C. Executive Director David Elstone points out.<\/p>\n\n\n\n

    \u201cSimply put, it is wrong to say that mills have closed wholly as a result of log exports,\u201d Elstone said in a press release issued May 2 in response to what he called \u201cmisinformed\u201d statements being made on the provincial campaign trail.<\/p>\n\n\n\n

    \u201cOur sawmills and pulp mills have closed because we\u2019re harvesting a lot less trees than we used to. Any industry is affected by many variables. Markets and lack of certainty on the land base have also affected B.C.\u2019s forest industry.\u201d<\/p>\n\n\n\n

    Then there\u2019s the viewpoint that it\u2019s simple to ship logs overseas. Brokers like Simpson will tell you there\u2019s nothing simple about it. High-grade species like red and yellow cedar can\u2019t be exported, period. Much of what goes out is low-grade hemlock. And even those logs have to meet \u201cthe surplus test.\u201d<\/p>\n\n\n\n

    The test has checks and balances in place to ensure that domestic supply is met before a single log gets exported. If a local mill wants a shipment of logs Simpson has earmarked for export, they can apply to the Timber Export Advisory Committee and get it if their offer is judged to be near the domestic market rate.<\/p>\n\n\n\n

    Simpson calls the system \u201ca painful thing to deal with.\u201d But it keeps the industry going.<\/p>\n\n\n\n

    \u201cIt\u2019s almost a hate-hate relationship. I think it\u2019s because everybody hates the system that it works,\u201d Simpson says.<\/p>\n\n\n\n

    \u201cIt\u2019s way more complicated than it looks. It\u2019s real simple to say, \u2018You export logs, you export jobs.\u2019 The reality is very different than that says,\u201d Simpson.<\/p>\n\n\n\n

    Simpson said shutting down log exports would be a disaster for the industry.<\/p>\n\n\n\n

    Meanwhile, many in the industry are primarily focused on a much more pressing and immediate problem: U.S. countervailing and anti-dumping duties on B.C. softwood and the negotiation of a new Softwood Lumber Agreement with the United States.<\/p>\n","protected":false},"excerpt":{"rendered":"
