{"id":82515,"date":"2016-10-06T03:17:00","date_gmt":"2016-10-06T03:17:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=82515"},"modified":"2024-11-26T13:53:49","modified_gmt":"2024-11-26T13:53:49","slug":"ban-plan","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=82515","title":{"rendered":"Why do you get more attention calling for a ban than for better understanding?"},"content":{"rendered":"\n<p>There are campaigns to ban beef, microbeads, pit bulls, Minecraft nudity, animal gas chambers, credit card surcharges, assault weapons, and &#8220;all political parties&#8221;.<\/p>\n\n\n\n<p>There are even campaigns to ban&nbsp;<em>bans<\/em>&nbsp;themselves (though it seems that the only people seeking anti-ban bans are doing so in support of assault rifles and pit bulls).<\/p>\n\n\n\n<p>Campaigning for a ban with the megaphone of social media has become a staple element of the modern activism toolbox. Those pursuing the clarity of a ban may be well aware that nuanced understanding is often the first thing out the window &#8211; followed by other things that responsible professionals seek: collaboration, negotiation and evidence-based decision making.&nbsp;<\/p>\n\n\n\n<p>A slew of ban campaigns dominates the natural resources agenda in Canada today:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In Vancouver, City Hall is pursuing a ban on natural gas, much to the consternation and surprise of everyone from homeowners to Sichuan chefs. Though the City eschews the term ban, it is difficult to see how proscribing this fuel category is anything other than a ban.<\/li>\n\n\n\n<li>On Vancouver Island, the long-running pursuit of a ban on \u201craw\u201d log exports continues. This is a very tender topic that can quickly cause tempers to flare \u2013 and for God&#8217;s sake don&#8217;t dare mention the existence of international markets. \u00a0<\/li>\n\n\n\n<li>A ban on crude oil tanker traffic on the north west coast of B.C. is now seemingly coming our way courtesy a campaign-trail promise by the federal Liberals. A less formal ban is being called for in opposition to increased oil tanker traffic in southern B.C.<\/li>\n\n\n\n<li>Last week in Victoria, a motion on old-growth logging was passed by delegates at the Union of British Columbia Municipalities (UBCM) \u2013 notwithstanding the objections of First Nations who have been logging old-growth for thousands of years and have no intention of stopping.\u00a0<\/li>\n\n\n\n<li>The various campaigns to ban fracking for natural gas that come on and off the agenda in various parts of Canada.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>If all of these things were banned, the cost to Canada\u2019s economy would be staggering. Sadly, in a system that should be based on knowledge and collaboration, it\u2019s entirely possible that some of these ban quests could be successful.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"800\" height=\"90\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/get-informed.png\" alt=\"\" class=\"wp-image-87045\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/get-informed.png 800w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/get-informed-300x34.png 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/get-informed-768x86.png 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>Media coverage tends to go to the perceived underdog. Last week, for example, a rare show of unity brought together 13 mayors and councillors from smaller communities across north western and north eastern B.C. and the Interior, and also including the Fraser Valley (Abbotsford) and Vancouver Island (Campbell River). They drew an audience of 150-200 people to the steps of the legislature in Victoria.<\/p>\n\n\n\n<p>Their message \u2013 that the province&#8217;s resource economy is worth supporting \u2013 was passionate, fresh and determined, and definitely one not heard often enough in that location. It was clearly a refreshing change for a number of press gallery members who turned out, though the event did not get much news coverage.<\/p>\n\n\n\n<p>The following day, also during UBCM, three mayors from south west B.C. staged a thinly attended news conference to highlight their opposition to the twinning of the Kinder Morgan Pipeline. One member of the media present seemed chagrined they had nothing new to say, but that did not stop the story from getting wider pickup than the resource-positive mayors event.<\/p>\n\n\n\n<p>Press gallery veteran Keith Baldrey has neatly dissected the dynamic in&nbsp;<a href=\"http:\/\/www.burnabynow.com\/opinion\/columnists\/opinion-the-great-divide-in-b-c-politics-1.2356995\" target=\"_blank\" rel=\"noreferrer noopener\">this column<\/a>&nbsp;about a &#8220;great divide&#8221; in the province&#8217;s political discourse.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/proresource.jpg\" alt=\"\" class=\"wp-image-87046\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/proresource.jpg 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/proresource-300x225.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/proresource-768x576.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><strong>The mayors above called for responsible resource development, attracting 150-200 people for a rarely articulated point of view (watch\u00a0<a href=\"https:\/\/vimeo.com\/185035738\" target=\"_blank\" rel=\"noreferrer noopener\">this brief video<\/a>\u00a0of lead speaker, Mayor Lori Ackerman of Fort St. John). A much smaller group calling for a ban on crude oil shipping had little trouble reaching news media despite the lack of actual news.\u00a0<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/antitanker.jpg\" alt=\"\" class=\"wp-image-87048\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/antitanker.jpg 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/antitanker-300x169.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/10\/antitanker-768x432.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>As for bans, they will continue to be an appealing tactic. It is very easy to explain a ban. A ban provides the illusion of clarity in a complex situation, suggesting as it does the existence of a blindingly obvious solution missed by the experts with their fancy degrees.<\/p>\n\n\n\n<p>Furthermore, we are saddled by journalistic habits that favour coverage of the &#8220;ban it&#8221; variety. A prevailing style of news reporting pursues balance by ensuring that no quotation is offered that is not contradicted by another speaker \u2013 a style lately derided, now that we are living through its&nbsp;<a href=\"http:\/\/www.theatlantic.com\/politics\/archive\/2016\/09\/the-death-of-he-said-she-said-journalism\/500519\/\" target=\"_blank\" rel=\"noreferrer noopener\">full Trumpian consequences<\/a>&nbsp;\u2013 as &#8220;he said, she said&#8221; journalism.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/resourcework2.devstudio.work\/manufacturing-dissent\" target=\"_blank\" rel=\"noreferrer noopener\">National Energy Board hearings fiasco<\/a>&nbsp;in Montreal is another recent example of ban-it crusaders exploiting a dated and one-size-fits-all journalistic mode, with devastating consequences for Canadian energy security. The various bans affecting British Columbia natural resources all bear the imprint of this same trend.<\/p>\n\n\n\n<p>Let&#8217;s be cautious about assigning blame to a particular group like journalists for broader social trends that are beyond their control. It&#8217;s encouraging to see there are forward-thinking journalists seeking to build audience by thinking about how to analyse and explain the world, not just widen its fractures. They are swimming against strong currents.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>If Canada can&#8217;t get its goods to market, it will lose out on prosperity and equality<\/strong><\/h3>\n\n\n\n<p>As a nation, Canada has become a petitioning culture with a highly bureaucratized system for enabling and channeling citizen complaints. The&nbsp;<a target=\"_blank\" rel=\"noreferrer noopener\">semi-annual report from the federal Commissioner of the Environment and Sustainable Development<\/a>&nbsp;has just been tabled, giving fascinating insight into how our culture of complaint has been institutionalized. The section on&nbsp;<a href=\"http:\/\/www.oag-bvg.gc.ca\/internet\/English\/parl_cesd_201610_05_e_41675.html\" target=\"_blank\" rel=\"noreferrer noopener\">environmental petitions<\/a>&nbsp;is especially interesting reading.<\/p>\n\n\n\n<p>The value of a system that empowers citizens and keeps elites in check is not hard to see. Yet, at the same time, it&#8217;s plain to anyone that non-governmental organizations have perfected methods of exploiting these rights through campaigns of manufactured dissent.&nbsp;<\/p>\n\n\n\n<p>Some, like the B.C. mayors who stood on the steps of the legislature last week, clearly recognize the challenges of navigating local complexity. The courage of these folks to stand up and be counted like that should not be underestimated. They seem to feel drawn into speaking up for broad economic stability far beyond the borders of their own jurisdictions. For these leaders, lines at the town food bank say as much about&nbsp;local-global connections as the lines on a chart. Telling this side of the story is often a frustrating job. These mayors need all the help they can get to keep spreading the word.
