{"id":82639,"date":"2016-05-17T12:44:00","date_gmt":"2016-05-17T12:44:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=82639"},"modified":"2024-11-13T16:28:13","modified_gmt":"2024-11-13T16:28:13","slug":"marine_planning_must_balance_environment_and_economy","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=82639","title":{"rendered":"Marine planning must balance environment and  economy"},"content":{"rendered":"\n<p><strong>Expect Federal Re-Engagement<\/strong><\/p>\n\n\n\n<p>Against the backdrop of the marine planning and regulatory developments on BC\u2019s coast discussed in&nbsp;<em>Part One<\/em>, we expect the new federal government to re-engage in several ways:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Restore \u201clost protections\u201d from the&nbsp;<em>Fisheries Act<\/em>&nbsp;and&nbsp;<em>Navigable Waters Protection Act<\/em>&nbsp;and \u201cincorporate modern safeguards\u201d;<\/li>\n\n\n\n<li>Formalize a moratorium on crude-oil tanker traffic on BC\u2019s North Coast (the international legality of which has been questioned in some quarters);\n<ul class=\"wp-block-list\">\n<li>Restore funding to freshwater research, ocean science and monitoring, and support aquaculture industries on Canada\u2019s coasts;<\/li>\n\n\n\n<li>Increase the proportion of marine and coastal areas that is protected to 5% by 2017 and 10% by 2020.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>Not only is the government expected to be more activist (given the priorities above), but Ottawa also holds jurisdiction in several important coastal marine activities, including transport, fisheries, environment (shared), navigable waters, and marine safety.<\/p>\n\n\n\n<p>The environmental movement has been clear that it views Marine Protected Areas and National Marine Conservation Areas as the minimal acceptable level of protection to satisfy its priorities. It will likely seek stronger protections for marine formations and attributes.<\/p>\n\n\n\n<p>Many sectors of the BC and western Canadian economy rely on coastal waters as their \u201cmarine highway\u201d to safely move goods and commodities to markets; people to and from their destinations (including for tourism); and as a source of economic activity in their own right (commercial and recreational fisheries, aquaculture).<\/p>\n\n\n\n<p>Several of these sectors are notable generators of economic activity within BC, and have a substantial a share of the province\u2019s goods exports.&nbsp;<\/p>\n\n\n\n<p><strong>BC Exports by Commodity<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"494\" height=\"372\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/05\/marine.png\" alt=\"\" class=\"wp-image-85488\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/05\/marine.png 494w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2016\/05\/marine-300x226.png 300w\" sizes=\"(max-width: 494px) 100vw, 494px\" \/><\/figure>\n\n\n\n<p>Over the longer term, especially if the Trans-Pacific Partnership trade agreement is ratified, coastal industries such as aquaculture are well positioned to take advantage of lower tariffs (especially in Japan and Vietnam) and should be able to substantially expand their exports.<\/p>\n\n\n\n<p>The sector will only be able to grow if the marine management regime effectively balances environmental protection with economic imperatives.<\/p>\n\n\n\n<p>Questions arise about the implications of future protected and conservation areas, how these are coordinated with broader ecosystem-based management plans, and what new areas might be subject to future regulation.<\/p>\n\n\n\n<p>Further\u2014and most important to industries on the coast\u2014is whether&nbsp;<em>ad hoc<\/em>&nbsp;regulation development could impede the ability to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transport goods and commodities in a cost-effective way through the region, or<\/li>\n\n\n\n<li>Expand or start new marine-based industries associated with, e.g. fisheries or aquaculture.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Could shipping routes from the Port of Prince Rupert be constrained? Could shipments from Canada\u2019s number one-ranked port, Port Metro Vancouver, also be affected?&nbsp;<\/p>\n\n\n\n<p>Questions also arise about the \u201cshare of effort\u201d that is appropriate in meeting Canada\u2019s target of protecting 10% of marine and coastal areas. Through a variety of mechanisms such as marine parks and conservation zones, BC already enjoys a high degree of marine protection along its coast.<\/p>\n\n\n\n<p><strong>What Should a Sensible Coastal Regime Look Like?<\/strong><\/p>\n\n\n\n<p>Collaborative planning among the federal and provincial governments, First Nations groups and industry is essential.&nbsp; BC\u2019s coastal sectors have not been well served by the minimal level of engagement by governments to date.<\/p>\n\n\n\n<p>The energetic efforts and substantial funding by environmental organizations focused on protecting BC\u2019s coast\u2014both land and sea\u2014have outpaced the planning and consultation obligations of government at both senior levels.
