{"id":82713,"date":"2016-03-16T14:23:00","date_gmt":"2016-03-16T15:23:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=82713"},"modified":"2024-11-16T14:51:13","modified_gmt":"2024-11-16T14:51:13","slug":"_first_nations_old_thinking_on_resources_a_non_starter","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=82713","title":{"rendered":"First Nations: old thinking on resources a non-starter"},"content":{"rendered":"\n<p>We\u2019ve been following an online debate over LNG development in BC that applies to all natural resource development in BC.<\/p>\n\n\n\n<p>It\u2019s all about First Nations\u2019 thoughts on development, and contains lessons for all who are not of First Nations descent.<\/p>\n\n\n\n<p>The debate begins with Chief Joe Bevan of the Kitselas First Nation. In&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=26t3j01ZXjg&amp;feature=youtu.be\">this recent video<\/a>, he sees responsible development as a path away from \u201ccrushing poverty\u201d &nbsp;\u201cInstead of saying no to every economic development opportunity that came, why don&#8217;t we try to say yes?\u201d<\/p>\n\n\n\n<p>Then came a frequently heated debate:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cChief Joe Bevan, smart man! Say yes while you can and take advantage and prosper, or say no and lose everything.\u201d<\/li>\n\n\n\n<li>\u201cAsk Joe Bevan to produce the consent from the hereditary chiefs that have title to the Kitselas territories. He is a mayor, nothing like a true chief.\u201d<\/li>\n\n\n\n<li>\u201cRefreshing to see. Let&#8217;s all pull together and get things done. Everyone benefits from projects done responsibly.\u201d<\/li>\n\n\n\n<li>\u201c(Joe Bevan) is a sell-out.\u201d<\/li>\n<\/ul>\n\n\n\n<p>Sadly, the debate was marred by many shocking racist comments denigrating First Nations.<\/p>\n\n\n\n<p>And in the end, as in many online debates, there was no conclusion.<\/p>\n\n\n\n<p>Our own conclusion from the discussion is that applying old thinking and old business models to today\u2019s relations with First Nations is a non-starter.<\/p>\n\n\n\n<p>The message we keep hearing from First Nations is that there&nbsp;<em>can<\/em>&nbsp;be room for resource development\u2014as long as it is indeed responsible, carefully managed, well regulated, and (of course) recognizes today\u2019s reality of Aboriginal rights and title.<\/p>\n\n\n\n<p>But it can take much time and a lot of listening to reach understanding and agreements on projects. Many developers are simply not used to doing business this way, which requires considerable consultation in good faith, &nbsp;and accommodation.<\/p>\n\n\n\n<p>And there can always be complications, such as conflict between the positions of elected band councillors and the hereditary chiefs. One&nbsp;<a href=\"http:\/\/www.cftktv.com\/News\/Story.aspx?ID=2193882\">current example<\/a>&nbsp;affects the Pacific NorthWest LNG project near Prince Rupert.<\/p>\n\n\n\n<p>We remain encouraged by our own study,&nbsp;<a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/resourceworks\/pages\/353\/attachments\/original\/1431637784\/Becoming_Partners_-_Final_%282%29.pdf?1431637784\"><em>Becoming Partners<\/em><\/a>, that found: \u201cThere has been a great deal of progress in Aboriginal-industrial relations in BC that has not been widely reported.\u201d (We also noted that there are&nbsp;<a href=\"https:\/\/resourcework2.devstudio.work\/86_projects_in_bc_with_first_nations_partners\">86 major projects<\/a>&nbsp;in BC with First Nations partners.)<\/p>\n\n\n\n<p>And we are encouraged by those First Nations leaders who have come out in support of responsible development.<\/p>\n\n\n\n<p>Among them are Ellis Ross of the Haisla Nation. He started out as no fan of industry but came to see responsible development as a way to lift his people out of \u201cpoverty, suicides, and the hopelessness.\u201d He has&nbsp;<a href=\"http:\/\/www.terracestandard.com\/opinion\/letters\/326306711.html\">offered to share<\/a>&nbsp;with other nations the Haisla\u2019s 10 years of research on LNG development.<\/p>\n\n\n\n<p>There is Karen Ogen of the Wet\u2019suwet\u2019en, a member of our Resource Works&nbsp;<a href=\"https:\/\/resourcework2.devstudio.work\/the_resource_works_advisory_council\">Advisory Council<\/a>. She sees revenue from a natural gas pipeline as an alternative to \u201cadministering poverty.\u201d She formed the&nbsp;<a href=\"https:\/\/www.facebook.com\/pages\/First-Nations-LNG-Alliance\/158771327787964\">First Nations LNG Alliance<\/a>&nbsp;to \u201cfacilitate a balance between protecting the environment and increasing economic opportunities within First Nations communities.\u201d<\/p>\n\n\n\n<p>And among them there is John Jack<strong>&nbsp;<\/strong>of the&nbsp;<em>Huu-ayaht First Nations,&nbsp;<\/em><a href=\"https:\/\/resourcework2.devstudio.work\/becomingpartnersop-ed\">who wrote in a column<\/a><em>&nbsp;<\/em><em>about responsible development:<\/em><em>&nbsp;\u201c<\/em>First Nations want in,
