{"id":82769,"date":"2016-02-09T17:18:00","date_gmt":"2016-02-09T18:18:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=82769"},"modified":"2024-11-17T13:49:08","modified_gmt":"2024-11-17T13:49:08","slug":"dear_santa_a_present_for_bc","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=82769","title":{"rendered":"Dear Santa: A present for BC?"},"content":{"rendered":"\n<p>\u201cLNG is dead\u201d and \u201cChristy Clark blows LNG,\u201d gloated the more polite social-media opponents of LNG and of her government.<\/p>\n\n\n\n<p>But think about this for a moment: Is it not reasonable for a company to take a deep breath on a $50-billion project after (i) its 2015 earnings sank to $3.84 billion, from $19 billion in 2014, and (ii) Shell was but days away from a $78-billion takeover of BG Group?<\/p>\n\n\n\n<p>At worst, the FID for LNG Canada\u2019s Kitimat project is delayed from the spring until the fourth quarter of this year. Or, as the LNG Canada website said, \u201cright at the end of this year.\u201d<\/p>\n\n\n\n<p>Andy Calitz, CEO of LNG Canada,&nbsp;<a href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/shell-postpones-decision-on-lng-plant-in-kitmat-1.3433543\">told&nbsp;<em>CBC News<\/em><\/a>: &#8220;We have always stated that our joint-venture participants plan to make a Final Investment Decision in 2016.<\/p>\n\n\n\n<p>&#8220;We are pleased, given the current oil and LNG prices, and turmoil in global energy markets, that the joint-venture participants in LNG Canada are still working towards a Final Investment Decision for the proposed facility later this year.&#8221;<\/p>\n\n\n\n<p>Shell owns a 50% stake in LNG Canada.&nbsp;PetroChina is in for 20%, Korea Gas Corporation 15% and Mitsubishi Corporation 15%.<\/p>\n\n\n\n<p>Stakeholders like that do not make $50-billion decisions based on the spot price of oil or natural gas. They focus on supply, demand, and potential prices and profits 10 and 20 and 30 years down the road.<\/p>\n\n\n\n<p>LNG Canada is big one. As Calitz told&nbsp;<a href=\"https:\/\/www.biv.com\/article\/2015\/10\/lng-canadas-50-billion-question-when\/\"><em>Business in Vancouver<\/em><\/a>&nbsp;in October: \u201cAny LNG project is the world\u2019s largest industrial project. Compare it with any other industrial project that manufactures something; there is nothing larger.\u201d<\/p>\n\n\n\n<p>Calitz and Premier Christy Clark were in Ottawa last week, and the premier returned&nbsp;<a href=\"http:\/\/www.ctvnews.ca\/politics\/pipeline-review-changes-won-t-stall-b-c-s-lng-dream-clark-1.2768107\">with some optimism<\/a>. The federal government, she said, is not going to delay BC LNG projects.<\/p>\n\n\n\n<p>\u201c(The federal government is) really enthusiastic about making our LNG dream in British Columbia come to life.&#8221;<\/p>\n\n\n\n<p>If so, it has been moving slowly on the other huge BC LNG project, the $36-billion Petronas-led Pacific NorthWest LNG plan that includes a gas liquefaction plant and tanker terminal on Lelu Island, Prince Rupert.<\/p>\n\n\n\n<p>Petronas has made a&nbsp;<a href=\"http:\/\/globalnews.ca\/news\/2050285\/petronas-announces-final-investment-decision-for-pacific-northwest-lng-project\/\">conditional FID<\/a>\u2014conditional on getting environmental approval from Ottawa. But the 365-day federal environmental review now has been running for almost 800 days. And, while Fisheries and Oceans Canada scientists say the project poses a&nbsp;<a href=\"http:\/\/www.theglobeandmail.com\/report-on-business\/industry-news\/energy-and-resources\/bc-lng-project-poses-little-risk-to-environment-federal-scientists-say\/article28234387\/\">low risk<\/a>&nbsp;to salmon, some First Nations leaders think otherwise.<\/p>\n\n\n\n<p>For now, let\u2019s highlight the&nbsp;<a href=\"http:\/\/www.vancouversun.com\/business\/natural-gas\/clark+still+confident+after+shell+postpones\/11697596\/story.html?__lsa=07fe-a0b7\">premier\u2019s words<\/a>&nbsp;on LNG Canada: &#8220;To me the good news is&nbsp;that when you see energy projects getting canceled all over the world, &nbsp;Shell Canada, LNG Canada announced that they are recommitting to the project in British Columbia. The date\u2019s changed, but their commitment to it&nbsp;hasn&#8217;t.&#8221;<\/p>\n\n\n\n<p><a href=\"http:\/\/lngcanada.ca\/wp-content\/uploads\/2015\/09\/R06939-LNG-Canada-Project-Overview-Factsheet-AW-v2-Web-1.pdf\">LNG Canada estimates<\/a>&nbsp;it will need between 4,500 and 7,500 people for construction over five years, and provide 300 to 450 permanent jobs for operations.
