{"id":82891,"date":"2015-07-31T16:30:00","date_gmt":"2015-07-31T16:30:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=82891"},"modified":"2024-11-28T09:27:30","modified_gmt":"2024-11-28T09:27:30","slug":"pipeline-benefits","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=82891","title":{"rendered":"Oil producers and union workers voice support for proposal"},"content":{"rendered":"\n<p>A global collapse in crude oil prices may be pushing the loonie lower, but it\u2019s no deterrent to investment in a $5.4 billion pipeline project to move Canadian petroleum products to the west coast.<\/p>\n\n\n\n<p>In a&nbsp;<a href=\"https:\/\/docs.neb-one.gc.ca\/ll-eng\/llisapi.dll?func=ll&amp;objId=2809190&amp;objAction=browse&amp;viewType=1\">letter<\/a>&nbsp;delivered to the National Energy Board on July 27, 2015, many of Canada\u2019s biggest oilsands producers reiterate their unwavering support for the proposed $5.4 billion&nbsp;<a href=\"http:\/\/www.transmountain.com\/facilities-application\">Trans Mountain Expansion Project<\/a>. Trans Mountain has applied to the NEB to expand capacity of its pipeline system between Edmonton and Burnaby, from 300,000 to 890,000 barrels of oil per day \u2014&nbsp;a move that would give western Canadian producers better-paying access to international markets if the NEB and the federal government say yes.<\/p>\n\n\n\n<p>Building trades unions have also shown strong support for the pipeline.<\/p>\n\n\n\n<p>The project would generate tens of thousands of jobs and billions of dollars in economic value for British Columbia workers and businesses, including direct and spinoff benefits, as primary host for the pipeline.<\/p>\n\n\n\n<p>\u201cThe current lower-price environment has no impact on the long-term financial commitment that these shippers have made to this project,\u201d said the letter, which becomes part of the evidence for the NEB\u2019s hearing of Trans Mountain\u2019s application.<\/p>\n\n\n\n<p>Project opponents claim there\u2019s no economic justification for a bigger Trans Mountain system. But the producers say it supports future oilsands production growth because it allows them to move more of their product to market.<\/p>\n\n\n\n<p>They acknowledge that growth will proceed at a slower pace than anticipated when Trans Mountain applied to the NEB in December 2013, due to lower oil prices, but add \u201call western Canadian producers are likely to benefit from the project over the longer term.\u201d<\/p>\n\n\n\n<p>In a letter accompanying the group statement,&nbsp;<a href=\"https:\/\/docs.neb-one.gc.ca\/ll-eng\/llisapi.dll?func=ll&amp;objId=2784955&amp;objAction=browse\">Cenovus Energy<\/a>&nbsp;said that it \u201csupports the Trans Mountain application because the Trans Mountain Expansion Project is a critical piece of infrastructure that will allow Canadian oil producers to develop new markets.\u201d<\/p>\n\n\n\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile\" style=\"grid-template-columns:auto 42%\"><div class=\"wp-block-media-text__content\">\n<p>Crude oil is just one of the products that moves through the existing Trans Mountain pipeline, which has been in operation since 1953.<\/p>\n<\/div><figure class=\"wp-block-media-text__media\"><img fetchpriority=\"high\" decoding=\"async\" width=\"799\" height=\"529\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2015\/07\/post-image-81.jpg\" alt=\"\" class=\"wp-image-87566 size-full\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2015\/07\/post-image-81.jpg 799w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2015\/07\/post-image-81-300x199.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2015\/07\/post-image-81-768x508.jpg 768w\" sizes=\"(max-width: 799px) 100vw, 799px\" \/><\/figure><\/div>\n\n\n\n<p> The line brings in 80 to 90 per cent of the motor fuel \u2014\u00a0gasoline and diesel \u2014\u00a0that&#8217;s used in cars, buses and delivery trucks each day in Metro Vancouver, making it an indispensable piece of the region\u2019s transportation infrastructure. A branch of the Trans Mountain line also delivers the fuel relied on by passenger jets at Vancouver international airport.<\/p>\n\n\n\n<p>According to the project&nbsp;<a href=\"http:\/\/www.transmountain.com\/project-benefits\">application<\/a>, British Columbia is the \u201clargest beneficiary\u201d, with 36,000 person-years of work during construction and 30,000 person years of work during the first 20 years of operations on an expanded line. B.C.\u2019s GDP gets an $11 billion boost during construction and operations including $3.2 billion of construction spending.<\/p>\n\n\n\n<p>According to Trans Mountain, more than 1,200 businesses have registered an interest in&nbsp;<a href=\"https:\/\/csi.kindermorgan.com\/csi\/\">bidding for contracts<\/a>&nbsp;on the project.<\/p>\n\n\n\n<p>In Metro Vancouver alone, the building phase includes $1.15 billion of direct construction spending and 15,000 person years of work. There are direct construction jobs and a wide array of supply chain jobs and spinoff or &#8220;induce&#8221; jobs. As well, it\u2019s estimated that local and non-local workers will inject $159 million into the Metro economy, including hotels, restaurants and retail shops, during construction.<\/p>\n\n\n\n<p>Supply-chain sectors that benefit during construction include professional services such as engineering, manufacturing, wholesale trade, financial services and transportation. Money flowing into the Metro economy as a result of construction-related spending will create jobs in sectors such as retail trade, accommodation and food services, personal services, manufacturing and administration.<\/p>\n\n\n\n<p>Over 20 years of operations, the project supports the equivalent of 1,500 ongoing jobs \u2013 most of which are in the supply-chain and spinoff sectors including construction, financial services, administrative services, professional services, retail trade, accommodation and food services.<\/p>\n\n\n\n<p>The City of Burnaby is one of the biggest beneficiaries in the short and long term, according to the application, with $750 million worth of construction scheduled for the Burnaby Mountain and Westridge Marine terminals.<\/p>\n\n\n\n<p>Trans Mountain has also estimated that the city will annually receive $13 million in property tax payments on an expanded line \u2014&nbsp;which would represent five per cent of total property tax payments collected by the city based on 2014 revenue.<\/p>\n\n\n\n<p>BC Building Trades described the project as \u201cgood for our members, good for BC and good for Canada\u201d in its&nbsp;<a href=\"https:\/\/docs.neb-one.gc.ca\/ll-eng\/llisapi.dll?func=ll&amp;objId=2450607&amp;objAction=browse&amp;viewType=1\">Intervenor evidence<\/a>&nbsp;to the NEB.&nbsp;<\/p>\n\n\n\n<p>Membership in BCBT, representing organized labour, includes four pipeline craft unions.<\/p>\n\n\n\n<p>&nbsp;\u201cOur members have been an integral part of building BC, and we want to continue building BC. We therefore support the Trans Mountain Expansion Project,\u201d BCBT executive director Tom Sigurdson said in the letter. He said job creation associated with the project will \u201ccreate significant opportunities for our members, for British Columbians and for Canadians.\u201d<\/p>\n\n\n\n<p>The Independent Contractors and Builders Association representing open-shop contractors said, \u201cthe B.C. construction sector will realize significant benefits\u201d from the project.<\/p>\n\n\n\n<p>&nbsp;\u201cThe project encompasses direct jobs for skilled and semi-skilled workers, engineers, environmental consultants and other professions, as well as spinoff jobs supporting the project in sectors including manufacturing, financial services and transportation. Pipeline workforce jobs, according to the application, are well distributed among urban and rural construction hubs along the 1,150-kilometre route,\u201d the ICBA said in its&nbsp;<a href=\"https:\/\/docs.neb-one.gc.ca\/ll-eng\/llisapi.dll?func=ll&amp;objId=2786336&amp;objAction=browse&amp;viewType=1\">Intervenor evidence<\/a>&nbsp;submission to the
