{"id":83187,"date":"2014-06-10T13:40:00","date_gmt":"2014-06-10T13:40:00","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=83187"},"modified":"2024-11-28T09:07:35","modified_gmt":"2024-11-28T09:07:35","slug":"british_columbia_s_pipeline_expansion_is_worth_tens_of_billions_of_dollars","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=83187","title":{"rendered":"Accessing tidewater is key to increasing oil revenue"},"content":{"rendered":"\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<iframe title=\"Bill Good Show - Tues June 10 - Hour 1 by CKNW\" width=\"800\" height=\"400\" scrolling=\"no\" frameborder=\"no\" src=\"https:\/\/w.soundcloud.com\/player\/?visual=true&#038;url=https%3A%2F%2Fapi.soundcloud.com%2Ftracks%2F153734755&#038;show_artwork=true&#038;maxheight=1000&#038;maxwidth=800\"><\/iframe>\n<\/div>\n\n\n\n<p>A Bloomberg review of North American oil prices over the last two years found that Western Canadian producers were shortchanged an average $23 US per barrel below world prices compared to similar-quality oil that has access to tidewater.<\/p>\n\n\n\n<p>For example, Bloomberg notes that Mayan heavy crude oil from Mexico fetches the world price because it has access to the Gulf of Mexico \u2014 and it costs about the same to refine as \u2018Western Canada Select\u2019 heavy oil. Mayan crude, according to Wikipedia, has almost the identical density and sulfur content of oil sands crude.<\/p>\n\n\n\n<p>The multi-billion-dollar Bloomberg organization provides market data on commodity and stock market prices; plus financial software, analytics and economic news to a global business audience.<\/p>\n\n\n\n<p>The problem for Western Canadians is that they\u2019re selling their oil into a bottleneck in the U.S. midwest. Thanks to hydraulic fracturing technology, U.S. refiners are dealing with a glut of domestic oil \u2014 and they buy 99 per cent of Canada\u2019s exports according to Bloomberg. Without pipeline access to coastal waters, however, there\u2019s no quick way around the bottleneck or the lower prices those refiners are willing to pay.<\/p>\n\n\n\n<p>Although the average discount over the last two years (ending April 2014) was $23 US, the discount for Western Canada Select peaked at $46.54 a barrel less than Mayan crude delivered to the Gulf Coast in December 2012. The lowest gap between Western Canada Select and Mayan crude was about $8 \u2014 which is more or less the true cost difference between those two products once pipeline transport costs for Canadian oil are factored in.<\/p>\n\n\n\n<p>The study, in an investment strategies guide for Bloomberg Markets magazine, indicates that oil traders have bet that the discount will persist at least through 2018.<\/p>\n\n\n\n<p>Canadian producers have been scrambling to find ways to get oil to tidewater so they can leverage a better price. The Keystone XL project would connect Canadian producers to refiners on the U.S. Gulf Coast, for example.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"536\" height=\"415\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2014\/06\/Image_1-1-1.jpg\" alt=\"\" class=\"wp-image-87529\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2014\/06\/Image_1-1-1.jpg 536w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2014\/06\/Image_1-1-1-300x232.jpg 300w\" sizes=\"(max-width: 536px) 100vw, 536px\" \/><\/figure>\n\n\n\n<p>In British Columbia, the multi-billion-dollar Enbridge Northern Gateway and Trans Mountain Expansion oil transmission pipeline projects would also create leverage to escape the discount. Both projects would carry Western Canadian oil to the Pacific coast for export to Asia \u2014 and to heavy oil refiners in California whom Bloomberg said would \u201cwelcome an additional source of crude oil.\u201d<\/p>\n\n\n\n<p>In the longer term all three projects \u2014 and others as well \u2014 will be necessary to support expanded production from Canada\u2019s oil sands. In early June, the Canadian Association of Petroleum Producers stated in its annual crude oil forecast that total production will increase to 6.4 million barrels per day in 2030 from 3.5 million barrels in 2013.<\/p>\n\n\n\n<p>Developers of Northern Gateway and Trans Mountain Expansion Project estimate that the projects would generate thousands of jobs and billions of dollars\u2019 worth of economic activity in B.C., during both the construction and operations of the proposed pipelines.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:24% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" width=\"164\" height=\"164\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2014\/06\/Image_2-2.jpg\" alt=\"\" class=\"wp-image-87530 size-full\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2014\/06\/Image_2-2.jpg 164w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2014\/06\/Image_2-2-150x150.jpg 150w\" sizes=\"(max-width: 164px) 100vw, 164px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p><em>Scott Simpson was an award-winning reporter\/columnist\/editor at the Vancouver Sun from 1981 to 2013, including a 10-year stint on the energy and mining beats.
