{"id":85577,"date":"2018-08-19T14:07:52","date_gmt":"2018-08-19T14:07:52","guid":{"rendered":"https:\/\/resourcework2.devstudio.work\/?p=85577"},"modified":"2024-11-18T15:14:20","modified_gmt":"2024-11-18T15:14:20","slug":"ubcm-a2-2018","status":"publish","type":"post","link":"https:\/\/resourcework2.devstudio.work\/?p=85577","title":{"rendered":"UBCM 2018: Protecting wild salmon and sharing resources"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\"><strong>Vote No to Resolution A2 if you care about wild salmon and healthy communities.<\/strong><\/h4>\n\n\n\n<p>Protecting local waterways and wild fish species is a vital part of the well being of local residents.&nbsp;Resolution A2 claims to advance this agenda, yet on closer inspection turns out to be based on a truly surprising lack of understanding of salmon farming issues.<\/p>\n\n\n\n<p>If adopted and implemented as stated at the Union of BC Municipalities convention in Whistler in September 2018, A2 could devastate thousands of jobs in aquaculture, which includes net-pet salmon farming \u2013 the province\u2019s largest agricultural export, while doing nothing to improve the issues it claims to address.<\/p>\n\n\n\n<p>The resolution also seeks to perpetuate the growing urban-rural divide in British Columbia. There is considerable irony here, since the practice of sustainable salmon farming may be remote from the daily experience of the urban residents, yet their lives are made better by the practice that puts healthy food on their plates.<\/p>\n\n\n\n<p>Strangely, a resolution that unites around science and collaboration, Resolution B73, has been overshadowed by a motion that divides around misinformation and confrontation.&nbsp;<\/p>\n\n\n\n<p>A depdenable reference point on the actual state of the salmon farming industry is the&nbsp;<a>British Columbia Chamber of Commerce policy on aquaculture<\/a>, adopted in 2018. (See page 122&nbsp;<a href=\"http:\/\/www.bcchamber.org\/sites\/default\/files\/Policy%20and%20positions%20manual%202018-19%20FINAL.pdf\">here<\/a>.) It acknowledges the challenges that exist and identifies the need for a federal Aquaculture Act that would address many of the frictions that are holding back salmon farming from meeting its potential.&nbsp;<\/p>\n\n\n\n<p>Resolution A2 was brought forward by the City of Victoria, a city located a long way from any salmon farms, so it&#8217;s difficult to know the motivation. One thing we do know is that the very large wild sockeye returns to the Fraser in 2018 are at odds with the dire warnings that continue to issue from anti-net-pen campaigners year after year.&nbsp;<\/p>\n\n\n\n<p>Forestry, mining and oil-and-gas communities across British Columbia are familiar with the phenomenon at work here. At times like this, sticking together is what resource leaders need to do. Especially if are you from a resource community, backing B73 and rejecting A2 is your natural choice and the right thing to do.<\/p>\n\n\n\n<p>Because the truth is this: Salmon farming is successfully coexisting with wild salmon today in British Columbia.<\/p>\n\n\n\n<p>UBCM delegates reviewing resolution A2 should also be aware of that other resolution, B73, really is in stark contrast to resolution A2. Like A2, B73 was endorsed by the Association of Vancouver Island &amp; Coastal Communities. Why one of them was placed prominently as a standalone vote, while the constructive B73 is buried in a bundle, is a mysterty.<\/p>\n\n\n\n<p>In terms of A2 and its alarmist language, here is some context to think about:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Proliferation:<\/strong>\u00a0Salmon farms are hardly proliferating. In their total area, today\u2019s net-pen\u00a0salmon farms take up a total area less than the size of Stanley Park, spread out along a 22,000 kilometre coastline. \u00a0<\/li>\n\n\n\n<li><strong>Threat to wild salmon:<\/strong>\u00a0Diseases affecting fish are real, and are managed effectively by a significant scientific and regulatory establishment. Just as the on-land agriculture industry is constantly evolving to meet the demands of operating in or adjacent to the natural environment, salmon farming never stands still.<\/li>\n\n\n\n<li><strong>Introduced species:<\/strong>\u00a0Even deliberate attempts in the past to introduce Atlantic salmon to the Pacific coast as a sport fish have failed. There is no evidence that they, in the event of an escape, could compete with wild salmon for spawning territory in BC\u2019s rivers. Rigorous measures to ensure they don\u2019t escape in the first place have been effective in managing any risk that may exist. The spectre of breeding with diverse other salmon species\u00a0doesn&#8217;t stand up to a moment&#8217;s reflection, when you consider the fact that these fish have maintained their distinct lineages for millions of years in the wild.\u00a0<\/li>\n\n\n\n<li><strong>Protecting wild salmon:<\/strong>\u00a0Salmon farmers have become a leading force in wild salmon enhancement programs that otherwise would not exist. Projects such as the Marble River chinook\u00a0smolt program are bringing back hope for rivers systems harmed by industrial activity in the past. Most of the salmon eaten by residents of\u00a0British Columbia is farmed. Removing farms would shift demand back to wild. In speaking to those who work in the industry, a prevalent view is that negative impressions of salmon farming that exist for some residents are based on early impressions of an industry that has massively evolved over the past 30 years. The salmon farmers haven&#8217;t shied away from this and evidence in their work a determination to continuously advance their practices.<\/li>\n\n\n\n<li><strong>Indigenous rights:<\/strong>\u00a0Our survey of the major salmon farming companies in British Columbia shows there are at least 20 individual First Nations actively and beneficially involved in the industry. One example is found in the community of Klemtu where the Kitasoo\/Xai&#8217;xais First Nations people produce five per cent of Canada&#8217;s national production. It\u2019s true that members of some First Nations, particularly in the Broughton Archipelago, have expressed their opposition to salmon farming. They are not the only indigenous voices that must be respected in decisions going forward.\u00a0\u00a0<\/li>\n\n\n\n<li><strong>Closed containment as an alternative:<\/strong>\u00a0Much is being made of \u201cmoving to land\u201d as if it was a viable option, but on closer examination it\u2019s clear that the economics and technology required for this are simply not present at this time. In fact, salmon farming already relies heavily on land-based hatchery operations. There are some interesting specialty operations for on-land salmon farming. And the industry has shown it is open-minded about future business opportunities. In terms of mass-produced salmon rearing, net-pen is what\u2019s in the foreseeable future. A wholesale, mandated shift to land will simply drive an irreplaceable industry out of the province, and demand will be taken up by net-pen aquaculture elsewhere.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Motion B73 takes a constructive approach,&nbsp;calling for decisions on fisheries management to be made based on \u201ccurrent data, technology, science and traditional knowledge.\u201d Such an approach would ensure that all relevant information, rather than just the opinions underlying A2, are factored into vital decisions.<\/p>\n\n\n\n<p>Voting No to A2 is a reasonable option for those who care about wild salmon and healthy communities.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"758\" src=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2024\/11\/post-image-62-1024x758.jpg\" alt=\"\" class=\"wp-image-85578\" srcset=\"https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2024\/11\/post-image-62-1024x758.jpg 1024w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2024\/11\/post-image-62-300x222.jpg 300w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2024\/11\/post-image-62-768x569.jpg 768w, https:\/\/resourcework2.devstudio.work\/wp-content\/uploads\/2024\/11\/post-image-62.jpg 1394w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><em>Hatchery coho at the Oyster River Hatchery, a program supported by the salmon farm industry.
